Summary

This position is located in the Fleet and Family Readiness (FFR) Department, Commander Navy Installations Command (CNIC). CNIC FFR is the Navy's Quality of Life program providing essential products and services to promote and improve the retention, capabilities, quality, productivity, reputation and morale of all Navy Personnel and their families. FFR programs are responsible for policy development, resourcing and oversight of the quality-of-life programs.

Duties

Position duties include but are not limited to:

  • Serves as program manager and subject matter expert for the spectrum of Navy Fleet Fitness
  • and Recreation program/policy development and guidance.
  • Responsible for directing, implementing, coordinating and/or overseeing all management programs impacting Navy Fleet Fitness and Recreation Program.
  • Develops strategies, policy coordination and applied execution/administration of Navy Fleet Fitness and Recreation Program programs.
  • Establishes goals and objectives for the effective administration, resource development and execution of the programs.
  • Develops, analyzes and evaluates policies, regulations, objectives or goals for assigned programs
  • recommends and/or takes actions to achieve organizational objectives.
  • Recommends future program objectives and improvements.
  • Provides authoritative advice, guidance and support to management, staff, and component elements.
  • Analyzes and evaluates, on a quantitative/qualitative basis, the effectiveness of program operations in meeting established goals and objectives.
  • Prepares advertising materials to keep Navy and Program personnel abreast of program results,
  • new program ideas and trends, and new equipment and supplies.
  • Responsible for maintaining quality oversight of program information posted on relevant websites, social media pages, and other applications.
  • Performs budget, financial and resource analysis.
  • Assesses the effectiveness program execution.
  • Identifies and recommends requirements and deficiencies for the inclusion in the programming process.
  • Participates in the development, implementation, maintenance, review and evaluation of long and short-range resource and program plans.
  • Develops and implements in depth program specific training continuum.
  • Assures all procurement for Navy Fleet Fitness and Recreation Program to include product review, price comparison and purchasing is conducted within all relevant regulations and policies.
  • Authors numerous persuasive and concise proposals, staff summaries, briefs and other documents
  • used for tracking/monitoring situations, assessing need and verifying results.
  • Researches and reviews statistical data, reports, charts, and financial statements for presentation to higher authority.
  • Prepares information, position papers, briefing statements, verbal reports and other correspondence to present to higher authority including Congress and other agencies.
  • Executing and implementing special projects in response to short-fused operational tasking.
  • Provides immediate supervisory technical oversight for five (5) subordinates (NF-4/GS-12).
  • Provides second-line supervision of up to 50 additional (NF-4/ GS 9-11) headquarters personnel.
  • Assigns work based on difficulty and program initiatives, identifies developmental training needs,
  • develops performance plans, rates employees and takes disciplinary action.
  • Recommends and approves performance awards and salary/bonus distribution for subordinates. Participates in interview panels, recommends and approves hiring, promotions and reassignments.

Qualifications

A qualified candidate must possess the following:
  • A minimum of at least five years of specialized experience working with military Quality of Life programs.
A qualified candidate must also possess the following:
  • Minimum two (2) years supervisory experience. Experienced supervisor with ability to direct
  • and coordinate the work of professional employees.
  • Comprehensive knowledge of management principles and practices including budget development and implementation.
  • Mastery of concepts and comprehensive experience in qualitative and quantitative methods for the assessment and improvement of program effectiveness, processes and operations.
  • Expert knowledge of research methodology, information retrieval, and data organization for analysis, decision-making, and formulation of recommendations.
  • Knowledge and skills in marketing and current/cutting edge communications and social media methods.
  • Expert knowledge of Federal and agency regulations; knowledge of the specific organization's
  • program and missions, as well as knowledge of pertinent laws, regulations and policies related to program/operations area to consider their impact on programs.
  • Mastery of concepts in program management and implementation, requirements determination, process improvement techniques and policy development.
  • Expert knowledge of contracting regulations, requirements, processes, and trends.
  • Ability to manage and coordinate complex data collection, reconciliation, and analysis; balance requirements with resources; gather, analyze, and present facts; identify problems and present solutions.

Salary is dependent on experience and/or education. Salary is inclusive of locality pay.
