Summary

This position is assigned to the Nonappropriated Fund (NAF) Acquisitions Branch (N945); Fleet and Family Readiness Support Services; Commander, Navy Installations Command (CNIC); Millington, TN. Incumbent serves as a Headquarters (HQ) Program Analyst serving as the Purchase Card Program Management Office (PCPMO) Coordinator; and the NAF Purchase Card (PC) Program, Fleet Fuel Card (FFC) Program, and Single Use Account (SUA) Program Manager for CNIC FFR activities worldwide.

Duties

Non-supervisory duties included but are not limited to:

  • Conducts all planning and management of the NAF PC, FFC and SUA Programs including:
    • providing purchasing direction, oversight, and evaluation;
    • providing interpretation of policies and regulations governing each program;
    • managing the execution, set-up, and maintenance of PC and fleet accounts;
    • developing and preparing Purchase Card Change Notices (PCCN) for program and policy changes while utilizing an on-line banking system to assist in managing the program;
    • developing, planning, scheduling, and providing NAF PC training for cardholders, approving officials, and Agency Program Coordinators (APCs); and ensures training completion by all participants; and,
    • developing, maintaining, and distributing the CNIC NAF Standard Operating Procedures (SOPs) for each program to guide participants in the proper use and administration of the PC and FFC programs, including the on-line banking system and a monitoring system for purchase cardholders and approving officials
  • Serves as liaison between Assistant Secretary of Navy (ASN) (Manpower and Reserve Affairs) (M&RA), the bank, and regional and local installation APCs and Region Fleet Fuel Card Managers at NAF activities worldwide.
  • Ensures each card management controls are appropriate and effective and applies qualitative and/or quantitative methods to assess and improve program effectiveness.
  • Develops long-range plans and recommendations for the best methods to meet organization goals and objectives, and to adapt to changing needs based on knowledge of known and projected program or organizational requirements.
  • Prepares and submits reports to ASN (M&RA) as required.
Supervisory duties included but are not limited to:
  • Directs work to be accomplished by a workforce of NAF employees: up to three (3) Procurement Technicians (NF-03) and acts as a rating official.
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities;
  • Conducts annual performance reviews of staff;
  • Participates in section staffing decisions;
  • Ensures staff receives proper training to fulfill requirements of their positions;
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and,

Qualifications

A qualified candidate possesses at least one the following:
  • Three years of progressively higher-level education leading to a Ph. D or equivalent doctoral degree.
  • Four years of specialized experience providing interpretation and implementing the policies and regulations that govern purchase card programs.
  • A combination of education and experience with the above.
A qualified candidate also possesses the following:
  • Knowledge related to the management and administration of a NAF PC program.
  • Knowledge related to the management and administration of a NAF FFC program.
  • Knowledge of an online bank commercial card system.
  • Knowledge of the banking SUA process for electronic payments.
  • Knowledge of Systems Applications and Products (SAP).
  • Knowledge of NAF procurement operations, policies, and procedures as they pertain to purchase card transactions.
  • Knowledge of Department of Defense (DoD), Department of the Navy (DON), and CNIC procurement and acquisition regulations, directives, and policies.
  • Skill in developing training instruction/lessons, evaluating training curriculums, and scheduling and conducting training classes.
  • Skill in the use of a computer including automated systems (e.g., Word, Excel, Power Point, spreadsheets, databases).
  • Skill in analyzing/evaluating data and preparing reports.
  • Ability to perform the full range of supervisory duties.
  • Ability to provide technical advice to personnel at all levels within CNIC enterprise.
  • Ability to communicate effectively both orally and in writing.

Education

There is no positive education requirement for this position.

Salary is dependent on experience and/or education.
