Summary

As a Supervisory Program Management Specialist, you will serve as a senior program specialist and supervisor for several program areas in the Environmental/Energy/Sustainability team within the Facilities Management and Services Programs branch. 

Location of position: Public Buildings Service, Facilities Management Division Region 8 Rocky Mountain Region.

Duties

The major duties for this position include but are not limited to the following:

  • Provide program direction, guidance and advice in the administration of the assigned program areas in the Environmental/Energy and Sustainability team and provides assistance in the resolution of controversial and/or sensitive problems and policy questions relative to program delivery.
  • Develop or significantly contributes to the development of agency-wide policy on a variety of diverse and complex technical, professional or administrative issues related to Environmental/Energy and Sustainability and LEED initiatives.
  • Serve as a regional liaison to the Sustainability and Energy Offices in Central Office, keeping them informed of regional Environmental/Energy and Sustainability efforts and news, issues and project milestones. Reports Central Office sustainability guidance to regional management. Collaborates and coordinates with national network of GSA sustainability managers.
  • Establish internal procedures and controls, determining workflow or other chances necessary to improve effectiveness, quality and timeliness of project activities. Provides advice, guidance and direction to subordinates on technical, administrative and procedural matters. Ensures appropriate training and development of employees to meet organizational needs.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required

The GS-13 salary range starts at $105,383 per year and varies by location.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify at the GS-13: You must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience providing advice and technical guidance on environmental, energy management or sustainability programs for multi-level commercial office buildings. This experience must include interpreting and implementing policies and procedures; assessing performance measures and business targets; reviewing program activities and providing recommendations and resolution to issues; and communicating with others on best practices and industry standards as they relate to such programs.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of sustainability and LEED to apply experimental theories and new developments to problems not treatable by accepted methods and to make decisions and recommendations that require significant changes, interpretation or development of important public policies or programs.
  • Leadership in Energy and Environmental Design (LEED) knowledge including: Sustainable Sites, Water Efficiency, Energy & Atmosphere, Materials & Resources and Indoor Environmental Quality and skills necessary to support and encourage integrated design, and to streamline the application and certification process.
  • Skill in interpersonal relations and in written and oral communications required to explain and negotiate the requirements and implementation of sustainability and LEED initiatives and activities; to present sensitive recommendations to higher authority; to obtain compliance with policies from local activities; to articulate positions/policy of vast technical Complexity and to represent the region and agency on task forces.
  • Technical knowledge and ability to effectively lead other team personnel in accomplishing major project tasks and milestones.
  • Skill in communications, motivation, and cultivation of team work and skill instilling collaborative practices in project management and execution.
