Summary

The Program Manager serves as Director of the Project Delivery Team in the California Division Office of the Federal Highway Administration (FHWA), under the Department of Transportation (DOT). Responsibilities include managing Federal-aid surface transportation programs, providing technical assistance to state DOTs and local agencies on project delivery, determining eligibility for Federal-aid funds, authorizing expenditures, and ensuring compliance with applicable regulations.

Duties

As a Supervisory Program Manager, you will:

• Participate with the DA and DDA in developing and implementing Federal-aid oversight initiatives and stewardship functions through an annual risk assessment of the State’s Federal-aid program.
• Provide information and guidance in the interpretation, application, and implementation of Federal laws, regulations, and policy relating to assigned construction projects and programs.
• Serve as a principal advisor to the DA and DDA and provide direction on a statewide basis for the management, implementation, program direction, and coordination of all phases of new and existing Federal-aid highway projects.
• Review and take appropriate action on reports and analyses prepared by staff.
• Participate and coordinate in regular information planning sessions with other California Division Directors and teams on overlapping activities.

The ideal candidate for this position will have proven experience providing leadership and supervision to a major organizational unit, as well as experience that includes responsibility for the accomplishments of an organizational team or unit. Knowledge of Federal-Aid funding and regulations, transportation program development, infrastructure planning and construction is highly desirable. Ideally, the applicant will have experience in the development of a business plan and/or the accomplishment of business measures.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
  • TELEWORK ELIGIBILITY:  If approved for occasional telework, you will be required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

• Experience administering and coordinating transportation and environmental programs and planning activities with federal, State and local planning organizations.
• Experience administering stewardship and oversight of funds to provide for the effective application of a risk-based program.
• Experience in providing program oversight and conducting process reviews and strategic planning, specifically, experience working with the Strategic Plan, Strategic Implementation Plan, Unit Plan, and program and risk assessment process.
