Duties
In this position you will serve as the Supervisory Program Manager (Workforce Deployment and Partnerships)in the office of Office of Manufacturing and Energy Supply Chains (MESC) overseeing a dynamic team implementing workforce and partnership programs. You will be responsible for designing, implementing, administering, and managing programs related to training the manufacturing workforce including the Industrial Training and Assessments Center network and potentially other partnerships. In addition to ensuring the skilled workforce domestic manufacturers need at all skill levels, the program provides small and medium sized manufacturers with technical and financial assistance and assessments to recommend operational improvements (efficiency, costs, cybersecurity, etc.). The programs include creating and maintaining a national clearinghouse of resources and to coordinate with relevant internal and external partners.
You will:
- Oversee the strategic development and programmatic execution of manufacturing workforce programs including the management and growth of the $750M Industrial Training and Assessment Center (ITAC) Program - DOE's longest standing workforce development program-- and associated ITAC-related grants for small and medium manufacturers.
- Identify and pursue partnerships and opportunities at the state, local, and community level to amplify the impact and reach of MESC manufacturing and workforce programs and provide technical assistance for manufacturers.
- Determine program goals and develop plans for the organization independently or jointly with higher management.
- Determine resource needs and allocation of resources and account for their effective use.
- Manage the development of policy changes in response to changes in legislation or emerging issues that may impact the execution of programs, projects, and activities.
- Provide updates and briefings to senior leadership and stakeholders on a wide array of topics central to the supervised programs, projects, and activities.
- Perform a full range of supervisory responsibilities to include planning the work to be accomplished, interpreting policy, establishing priorities, ensuring quality of work completed by team members, and ensuring work is completed on established schedules.

This position is announced under a government-wide Direct Hire Authority (DHA) for Program Management positions in the GS- 0340 series. Under this Direct-Hire authority, applicants are required to meet minimum qualification requirements at the grade level(s) of interest. Veteran's Preference, Schedule A, Category Rating, and other methods of consideration DO NOT APPLY under Direct-Hire Authority regulations.
