Summary
Incumbent serves as the Navy Motion Picture Service (NMPS) Program Manager, responsible for providing a worldwide entertainment movie program service. The purpose of this position is to initiate and plan continued development, administration and operation of the NMPS program. The incumbent provides technical direction and guidance, and assessment of compliance with applicable Department of War (DoW) and Department of Navy (DON) instructions and policies.

Duties

Duties include but are not limited to:
- Serves as the primary management and technical expert in the development and administration of the movie programs conducted at participating NMPS installations and commands.
- Establishes the terms for the movie licensing contracts and serves as the contracting officer for those contracts.
- Monitors movie revenue performance in commercial cinemas and negotiates licensing terms reflective of that performance and balance with the potential revenue for Category C movie programs and the entertainment value for the nearly 800 worldwide shore and afloat movie program sites.
- Schedules the availability dates for movies licensed for the Category C movie programs and those movies distributed to deployed forces, fleet ships and shore recreation programs such as MWR Liberty, Child and Youth Programs and MWR Community Recreation.
- Researches, develops, monitors and evaluates status and innovations in the delivery of movie programs.
- Recommends policy and regulations for the NMPS program.
- Provides administrative and technical guidance to field activities and develops statistical data and reports to support recommendations and improve performance.
- Conducts reviews of movie program operations at installations with respect to overall MWR goals, objectives and financial performance. Analysis is based on research, review of findings, management reports, financial evaluations, service and private sector comparisons, and interpretation of related subject matter including facilities, equipment, funds management, sources of supply, personnel standards, training, instructions, and standard operating procedures.
- Maintains direct contact with region and local commands and provides assistance and technical guidance to improve programs and correct problems.
- Maintains liaison with the other divisions within CNIC HQ FFR (N9) and other CNIC N-codes as needed to coordinate policy approval, resource allocation and respond to taskers. Liaisons with other offices of the DoW, DON and other Services, for the purpose of securing or providing information regarding movie programs and other MWR activity policies and proposed actions.
- Provides training to managerial and operational personnel in the field and at scheduled seminars and training sessions.
- Develops, prioritizes and executes HQ appropriated and non-appropriated fund budgets within the program area of responsibility.
- Assists in the planning and development of facility construction and renovation for movie programs, including project validation, design, technical reviews, and post-construction evaluations.
- Drafts replies to, or endorsements on, correspondence pertaining to movie operations.
- Originates and provides written material for CNIC HQ or other publications, annual reports, testimony, training manuals, pamphlets, or websites as assigned.
- Responds to requests for information and interpretation of regulations via correspondence, e-mail, telephone, and tasker system.
- Confers with movie program counterparts from other Armed Forces branches to review and coordinate MWR policy implementation or to formulate and recommend proposed changes to DoW and DON policies.
- Maintains contact with professional organizations such as the Motion Picture Association of America, National Association of Theater Owners and other appropriate organizations to monitor changes and innovations in the industry.
- Maintains liaison with private industry movie sectors, to keep abreast of issues, trends and methodologies for application to Navy MWR programs. Provides subject matter expertise to HQ, regional and installation program managers regarding compliance with movie program regulations.
- Travels to attend local trade screenings and movie industry events.
Supervisory duties include but are not limited to:
- Directs work to be accomplished by a workforce of NAF employees: (2) NF-0343-04 Management Analysts and (1) NF-2001-04 Materials Handler and acts as a Rating Official.
- Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities;
- Conducts annual performance reviews of staff;
- Participates in section staffing decisions;
- Ensures staff receives proper training to fulfill requirements of their positions;
- Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and
- Fosters a work environment free of discrimination, harassment, and/or reprisal and ensures equitable treatment of all staff.

A qualified candidate must possess the following:
- 5 or more years of specialized experience with the administration, management, and financial practices of movie program operations in the military or private sector settings.
A qualified candidate also possesses the following:
- Knowledge of the goals, principles and techniques in the administration, management and financial practices of movie program operations in military or private sector settings.
- Knowledge of appropriate program policies and regulations covering all areas of applicable administrative and operational policies and procedures.
- Knowledge of CNIC's organizational structure, functions, and mission.
- Ability to interpret complex instructions, directives, and correspondence and apply them to specific situations.
- Knowledge of movie program operations.
- Knowledge of and skill in financial management, including budgeting, cost and profitability analysis, internal controls, inventory management, procurement, and facility management.
- Skill in applying a wide range of qualitative and quantitative measures and indicators for the assessment, restructuring and improvement of complex operations.
- Skill in the use of Microsoft Office Suite, e.g., Word, Excel, PowerPoint.
- Ability to communicate effectively both orally and in writing.
- Ability to make presentations to effectively represent the organization on pertinent issues.
- Ability to perform the full range of supervisory duties.

Salary is dependent on experience and/or education. Salary is inclusive of locality pay.
