Summary
As a Supervisory Project Manager, you will serve as the Projet Executive for the direction and coordination of Capital Improvement (Design and Construction) Program in the Rocky Mountain Region and serve as the Manager for the Project Management Branch, Design and Construction Division.
Position Location: Public Buildings Service, Design and Construction Division, Rocky Mountain Region 8, Lakewood, CO.

Duties
The major duties for this position include but are not limited to the following:
- Responsible for the architectural, engineering, and tenant housing effort necessary for the construction, alteration, remodeling, extension, repair, preservation, and improvement of the Government owned and/or controlled buildings in the region. Work consists of project development studies, A/E procurement, design management, construction manager procurement, construction contract award, and construction management which is accomplished by project management teams made up of members of the branch and individuals from other divisions.
- Ensures that projects are both a business and technical success. Anticipates and resolves project related problems to the maximum extent possible within vested authority, negotiates the resolution of problems not within the Project Manager's or Contracting Officer's Representative (COR) authority, and works with teams to insure that contingency plans are developed to mitigate the impact of unresolved problems.
- Exercises control over all assigned design and construction projects, including schedules, aesthetic, technical, and financial decisions necessary for successful accomplishment. Assists agencies with space layout and housing plans for projects within the branch.
- Directs, through project managers and contracting officers, the administration and supervision of design and construction contracts. Acts as the Region's expert in design and construction Project Management, coaching and mentoring both Project Managers and Project Management leaders within the Region.

The GS-14 salary range starts at $135,860 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify at the GS-14: You must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is experience supervising or managing a branch, section or organization that includes strategic planning, operations management, business development, and/or service delivery. Experience should include managing multiple programs and projects, financial management, acquisition planning, real estate, repair or alterations of space, architectural and construction design of buildings or complexes.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.
- Expert knowledge of Project Management, architecture, construction, and engineering concepts, principles, and practices sufficient to permit the incumbent to serve as the Project Manager concerned with the preservation, restoration, rehabilitation, and new construction of various building projects from the preliminary planning stage through the design, construction, and commissioning stages to the point of occupancy.
- Knowledge of contract administration necessary to oversee and interact with various contractors; including, but not limited to, construction contractor disciplines, A/E and other professional services firms. Must be able to prepare clear, concise written specifications, guidelines, and descriptions for use in contracting for work. Must be able to prepare and interpret sketches, blueprints and CAD drawings common to the professional services, construction and maintenance industries.
- Comprehensive knowledge and skill sufficient to direct the application of the latest developments in building design and construction concepts in solving problems not readily treated by accepted methods. Skill in applying highly specialized and complex concepts and procedures inherent in or associated with project management, financial management, and procurement to achieve project goals and objectives.
- Knowledge and application of interpersonal skills necessary to build, lead, and maintain a diverse team through a long and complex process, resulting in all team members and stakeholders participating efficiently and effectively to achieve the common goal of completing a successful project.
