Summary

The incumbent serves as the Deputy Assistant Regional Director for Office of Communications for the Pacific region. The incumbent manages the day-to-day activities of regional communications as an integral and essential component of conservation management, both in receiving or perceiving public interest and positions and in delivering U.S. Fish and Wildlife Service (FWS) programs and messages to the public.

Duties

As a Supervisory Public Affairs Specialist your duties will include but are not limited to the following:

  • Coordinates congressional outreach regarding Regional activities and initiatives. Informs congressional district offices of critical, sensitive, and/or important programs, activities, and policies, including official Administration positions on legislative proposals.
  • Conducts public affairs programs, with emphasis on maintaining effective and positive relationships with the media, communicating the U.S. Fish and Wildlife Service's regional and national activities, initiatives, and positions to Regional and National media and other diverse publics.
  • Manages the dissemination of information and news in support of Regional and National communications objectives through print and electronic media, with particular emphasis on web-based multimedia tools (podcasts, blogs, slide shows and other interactive media), web-using text, graphics, photos, audio, video, slide presentations, podcasts, blogs and other available social media that inform appropriate publics.
  • Exercises delegated managerial/supervisory authority supervising (directly and/or indirectly) a staff of varying size by allocating resources and staff; applying supervisory and managerial principles and methods to lead Office of Communications staff; providing day-to-day direction to subordinates; and evaluating the External Affairs program to increase efficiency and
    effectiveness.
  • In coordination with the Regional Directorate and the Assistant Regional Dirctor - Office of Communications, the incumbent participates in and leads the development and execution of effective communications on regional U.S. Fish and Wildlife Service policies, programs, and decisions to regional as well as national stakeholders.

In order to qualify for this position you must possess the Minimum Qualification.

Minimum Qualification GS-14

One full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. Examples of specialized experience may include: serving as an organization's liaison to traditional or digital media and/or congressional staff and other partners on national, state, and/or regional issues related to natural resource conservation; experience supervising and managing staff; developing collaborative relationships with individual partner organizations to broaden existing natural resources conservation programs; developing written materials in order to promote public awareness related to natural resource conservation and preparing focused key communications messages utilizing various forms and tools of communication.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
