Summary

About the Position: You will serve as an office manager for the Public Affairs Directorate and directs day-to-day operations of the entire office.

Duties

  • Manages and plans community relations, command information, media relations and social media for the Command.
  • Reviews article, book manuscripts, graphic presentation, videos, photograms, web-based communication for security.
  • Conducts the public affairs program for the Major Army Command, with responsibility for planning, developing, and communicating the organization's programs, policies, and activities to the internal and external populations.
  • Oversees and reviews the preparation and publication of the internal headquarters journal, including magazine articles, reporting on technical progress, and agency and employees' achievements.
  • Serves as approval authority for various written materials produced by members of the command.
  • Writes a variety of articles, news releases and speeches to convey information and clarify organization's operations for varying external and internal audiences via publication in magazines, newsletters, websites, etc.
  • Develops basic campaign materials including fact sheets, news releases, feature articles for magazines and trade papers, radio and television scripts, motion pictures and other materials for traditional use and for web-based use.
  • Coordinates graphics, desk top publishing, multi-media productions, visual product design, computer graphics, necessary to support the visual information program requirements and inclusion of technology for web-based productions.
  • Responsible for office budget preparation and execution to support Deputy Director Public Affairs operations and activities.
  • Formulates budgetary requirements for near-and short-term applications for the Public Affairs Program.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Temporary position intended to last 12 months. A temporary position may be extended to a maximum of three years and may be terminated at any time during the duration of the appointment, depending upon the needs of management.
  • TDY Travel is required 25% of the time.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position is obligated.
  • This position requires the incumbent be able to obtain and maintain a a Secret security clearance for the duration of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes experience in 1) Overseeing, coordinating and directing media relations, command information, social media and community relations special projects; 2) Writing plans and guidance to establish guidelines and policies for use within the organization or by subordinate public affairs offices; 3) Presenting oral and or written information to internal and external audiences to provide shared understanding of public affairs guidance and concepts of operation; 4) Responding to requests for guidance in public affairs matters from members of the command and from the field, as well as respond to requests for information from members of Congress, news media representatives, and the public; 5) Applying principles, methods, and techniques of all forms of mass and interpersonal communications media when developing, executing, and evaluating public affairs plans, policies, and practices.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
