Summary

This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 9, Band E. (GS-15)

Clarification from the agency

You must be a U.S. Citizen or U.S. National. Foreign nationals or legal permanent residents are not eligible for consideration. This is a 21st Century Cures Act authority announcement. Traditional federal rules regarding rating, ranking, and veterans' preference do not apply.

Duties

  • Leads and collaborates across multiple FDA program areas, other federal agencies, and country/region-specific regulatory authorities to address complex scientific and/or operational objectives.
  • Serves as an in-country agency focal point for international programs and interactions with foreign counterpart regulatory agencies, international organizations, foreign embassies, other host government officials, Health and Human Services, and other US Government (USG) components.
  • Builds, maintains, and enhances effective working relationships with foreign officials during deliberations and negotiations on subjects of great sensitivity and controversy.
  • Serves as an Agency expert and works closely with senior policy-level officials and technical specialists from other USG regulatory agencies, such as the U.S. Department of Agriculture's (USDA), Department of State, and the United States Trade Representative (USTR) on best practices in areas of controversy or those having widespread national or international implications.
  • Serves as the Office Director designee, as assigned, on agency and international committees, councils, and work groups, and on external advisory committees.
  • Participates as an Office/agency representative in meetings with various organizations, institutions, and agencies, including the Pan American Health Organization, National Regulatory Authorities, non-governmental organizations, industry, and academia.
  • Uses limited information to solve a variety of complex problems, with demonstrated sensitivity and timely decision-making.
  • Advises the Office Director and senior OGPS officials in formulating and developing Office-level strategic and tactical plans, programs, initiatives, objectives, goals, priorities, and legislative initiative recommendations.
  • Oversees the administration of FDA agreements with foreign representatives.
  • Develops and maintains strong relationships with relevant government ministries, and appropriate non-governmental organizations, in the country or regions, or International Office.
  • Provides high-level counsel, advice and recommendations regarding all FDA regulated products and programs.
  • Oversees the daily functions of the office in-country, managing and directing al administrative functions, including personnel actions.
  • Synthesizes information from internal and external sources to develop action plans to address program issues and avoid future challenges.

Qualifications

In order to qualify for the Supervisory Public Health Advisor position which falls under the 0685 occupational Series, you must meet the following requirements by 11:59 pm EST on 07/06/2026:

Minimum Qualification Requirements:

Experience that provide knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

-AND-

Education/Relevant Years of Experience: Applicants must meet one of the following education and/or relevant years of experience combinations to qualify for the Supervisory Public Health Advisor, AD-0685-00, Band E position (GS-15 equivalent):

  • Bachelor's degree AND six (6) years of comparable work providing advice and assistance to State and local governments, and to various public, non-profit, and private agencies and organizations on matters relating to the improvement of their public health activities.
  • Master's degree AND five (5) years of comparable work providing advice and assistance to State and local governments, and to various public, non-profit, and private agencies and organizations on matters relating to the improvement of their public health activities.
  • Doctorate degree AND three (3) years of comparable work providing advice and assistance to State and local governments, and to various public, non-profit, and private agencies and organizations on matters relating to the improvement of their public health activities.
  • MD/DO/DDS/DPM/DVM degree AND three (3) years of comparable work providing advice and assistance to State and local governments, and to various public, non-profit, and private agencies and organizations on matters relating to the improvement of their public health activities.
  • No Qualifying degree - Nine (9) years of comparable work providing advice and assistance to State and local governments, and to various public, non-profit, and private agencies and organizations on matters relating to the improvement of their public health activities.

Desired Professional Experience:
  • Competitive candidates will have earned an advanced scientific, management, or social science degree or equivalent experience.
  • Ability to work with multi-disciplinary officials or groups.
  • Priority will be placed on candidates with recent management experience in driving continual improvement and change management.
  • Must have strong knowledge of FDA policies, procedures, and statutory authorities as well as an understanding of how products are regulated by foreign counterparts.
  • Candidate should demonstrate an extensive understanding of global health policy, diplomatic and foreign affairs and demonstrate an ability to work with the Department of State on the management and administration of offices within U.S. Embassies.
  • Ability to drive collaboration, empower staff, provide expert advice and consultation, coordinate program activities and spearhead important program initiatives.
  • Ability to formulate objectives and priorities and implement plans consistent with the long-term interests of the Agency.

Note: Some positions require the completion of specific courses or a specified number of credit hours. Therefore, the foreign credential evaluation should provide information similar to that of an official transcript, to include a list of the courses taken, quarter and/or semester hours awarded, the cumulative grade point average (GPA), honors received, if any, date degree awarded.
