To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
- Experience in establishing, facilitating, and maintaining cooperative and effective working relationships with managers, employees and/or stakeholders.
- Experience leading and/or managing a workforce in the railroad or transportation industry to promote a uniform understanding and application of laws, rules and regulations.
- Experience leading analytical investigations that result in reports and/or recommendations designed to increase the safety efficacy of railroad related infrastructure.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Railroad Safety Program Management: Development or implementation of the federal railroad safety laws or regulations; Managing, directing, or administering a transportation program; Risk management principles and data analysis.
- Railroad Safety Analysis & Enforcement: Compliance and transportation safety; Prepares briefings correspondence, answers to Congressional inquires; Accident/incident investigation experience & analysis; conducts qualitative or quantitative analysis.
- Supervisory/Management: Responsible in dealing with officials of other departmental organizations, other federal agencies, and non-governmental organizations; Managing a diverse workforce.
- Communication: Agency representative with strategic partners and/ or outreach staff ; Written and verbal communication addressing railroad issues ; Developing and presenting professional briefing promote transportation or other technical issues.
For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
