Summary
Support the Military's Quality of Life programs! The Morale, Welfare, and Recreation (MWR) department of Commander, Navy Installations Command (CNIC) provides fitness, recreation, lodging and food and beverage programs for service members, their families, retired military and civilian employees. This position is assigned to the Non-Appropriated Fund (NAF) Community Recreation, and Deployed Support Branch; Fleet Readiness; Commander, Navy Installations command (CNIC); NBK Kitsap.

- Incumbent must possess or be able to obtain the following within 90 days of hire:
- Blood Borne Pathogens Training
- Navy Basic Fitness Certification (If working in fitness facility)
Qualifications
- Knowledge that enables the employee to competently and independently carry out aquatics, programs through the proper application of principles, concepts and techniques of recreation to specific needs of the community to be served.
- Knowledge of Department of Defense (DoD), Department of the Navy (DON) and CNIC policies and procedures governing the recreational activity certifications.
- Knowledge of both, NAF, and appropriated fund (APF) funding, government procurement procedures, cash handling procedures, fiscal, personnel, material and cash management.
- Knowledge of various specialty equipment, both resale and fixed assets to ensure quality material exists to enhance programs.
- Knowledge of the roles of the lifeguards during a coordinated rescue scene for the safety of the rescuers and the victim.
- Knowledge of and ability to conduct pool chemical testing and adjust chemical imbalances and document the results.
- Skill in planning and executing a comprehensive aquatics program that includes a variety of aquatics activities and/or individual and team sports which meets the needs of the participating community.
- Skill in effectively organizing and utilizing available community resources.
- Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area.
- Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
Education
Must have a combination of two of these elements to sufficiently qualify**:
a) a four-year degree in recreation or a related field*
b) instructor certification as a lifeguard or water safety instructor
c) at least three years of experience in the industry of aquatics
Incumbent must possess and maintain:
- CPR for the Professional Rescuer and Emergency Response through the American Red Cross or equivalent
*Related field includes: Outdoor Recreation, Recreation and Parks Leadership, Wild Land Management, Natural Resources Recreation, Youth Recreation, Public, Urban, or Community Recreation, special populations recreation (e.g. senior citizens, institutional, etc.), or Physical Education

- Permanent Resident Card: This allows for background checks to be performed and access to the common area upon favorable results. However, Permanent Resident Cards do NOT qualify for proof of citizenship for restricted access badges. You will not be issued a PSNS badge under this type of citizenship proof; if you are a delivery driver with a PRC, you must also have proper documentation from the VCC before entering the common area.
