Summary

The purpose of this position is to plan and carry out a comprehensive aquatics program to include all aquatics activities to meet the needs of eligible patrons. The incumbent is primarily responsible for providing administrative, technical, and operational support and expertise on all matters pertaining to the Aquatics programs at NAS Lemoore.

Duties

  1. Plans, organizes, coordinates, directs, motivates, publicizes and develops an aquatics program and provides instructional classes for authorized patrons. Supervises up to (25) NF-02 Rec Assistants (Lifeguards).
  2. Assists in planning and implementing a comprehensive aquatics program for active and retired military, authorized civilians, contractors and dependents at multiple facilities. These programs include (but not limited to) recreation swim, lap swim, water safety instruction, aquatic events, etc.
  3. Protects lives through aggressive prevention, preparedness, education, emergency medical, and rescue programs.
  4. Manages respiratory, cardiac and first aid emergencies to include performing cardiopulmonary resuscitation (CPR), bag-valve mask (BVM) resuscitation, or automatic external defibrillation.
  5. Ensures all maintenance work, water chemical testing, pool vacuuming, filtration, and equipment are within scope required by preventative medicine standards.
  6. Teaches various swimming skills and basic diving for all age groups. Prepares material for classes being taught. Ensures the safety of all patrons in the class. Evaluates the effectiveness of ongoing aquatics classes and programs from the standpoint of participant response and available resources and adapts various aquatics classes and programs.
  7. Ensures all applicable rules and regulations pertaining to swimming pools and waterfronts are posted and observed. Performs water rescues and land rescues equal to the standard of training when an emergency is taking place (e.g. drowning, medical or trauma in the water, etc.). Manages the use and maintenance of emergency equipment such as specialized kits and rescue bags, backboards, suction devices, splints, stretchers, and monitoring equipment. Develops and oversees emergency medical and rescue training, public education and other related educational and functional duties.
  8. Works with various command representatives in developing and implementing aquatics programs for military personnel. Instructs individuals and groups in the proper implementation of conditioning and training programs for aquatic aerobic fitness etc. Ensures maximum effectiveness in attracting and motivating participants in recurring and nonrecurring aquatics activities and special events to include but not limited to: pool parties, swim team, school swim days, etc.
  9. Coordinates and schedules aquatics programs and lifeguards for classes. Will be required to teach aquatics classes in the event that a lifeguard is not available or to meet programming needs.
  10. Interviews and hires new aquatics lifeguards and provides them with required orientation, plans and assigns work, scheduling, resolves problems, approves leave, under direction initiates discipline or meritorious as appropriate, develops training plans and promotes equal employment opportunity.
  11. Inspects are for general condition, safety hazards or for routine maintenance needs and reports findings to supervisor. Maintains equipment and facility in accordance with health, safety, sanitation and fire regulations.
  12. May open and or close lap pool, recreation pool facilities according to established procedures.
  13. Serves as the subject matter expert for aquatics for the installation.
  14. Performs other related duties as assigned.

  • Irregular working hours may be required to include early shift, late shift, evenings, weekends and holidays when the need arises.
  • May be required to lift and carry swimmers varying in weight and size.
  • Must be ready to respond to emergency situations at all times.

Qualifications

  • Knowledge that enables the employee to competently and independently carry out aquatic's programs through the proper application of principles, concepts, and techniques of recreation to specific needs of the community to be served.
  • Must possess current nationally recognized aquatics (Water Safety Instructor-WSI, Lifeguard Instructor, CPR for the Professional Rescuer and Emergency Response through the American Red Cross or equivalent) certifications. A Certified Pool Operator certification is preferred or required within the first 90 days of employment.
  • Must have an in-depth knowledge of activities, interest and needs of the military community to plan and conduct programs which will attract maximum number of participants.
  • Knowledge of various specialty equipment, both resale and fixed assets to ensure quality material exists to enhance programs.
  • Knowledge of the roles of the lifeguards during a coordinated rescue scene for the safety of the rescuers and the victim.
  • Knowledge of and ability to conduct pool chemical testing, adjust chemical imbalances, and document the results.
  • Skill in planning and executing a comprehensive aquatics program that includes a variety of aquatics activities and/or individual, which meets the needs of the participating community.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to communicate effectively in English both orally and in writing and follow verbal and writing instructions.
  • Ability to analyze and prepare clear, concise and technically sound reports related to work within the Branch.
  • Skill in effectively organizing and utilizing available community resources.
  • Ability to perform the full range of supervisory duties.

Education

Knowledge of aquatics and related aquatics safety programs that would be obtained with a minimum of 3 years of progressive experience in aquatics programs or have a 4-year undergraduate degree in Health, Fitness, Recreation or related field.

This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05.

Per Department of Defense Instruction (DoDI) 1402.05. Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.
