Summary

About the position: This position is Non-appropriated Fund (NAF) and is located at the Outdoor Recreation, 35th Force Support Squadron, Misawa AB, Japan. The incumbent will serve as the Supervisory Recreation Specialist (Aquatics Director). This is a regular part time category position; guaranteed 20 hours per week but may be up to 34 depending on the needs of the facility.

Duties

  • Under the supervision of the Outdoor Recreation Director, responsible for the daily operations of the year-round indoor pool facility, and installation aquatics programs.
  • Develops, designs, implements, and analyzes interest assessments and higher-level directives in order to ensure the programs are adequate and effective.
  • Coordinate with the Marketing and publicity office to promote new and existing programs and ensure current information is available.
  • Performs duties of activity building/safety monitor and activity property custodian.
  • Analyzes financial results, and provides input on quarterly and annual income and expense budgets for consolidation with the Outdoor Recreation Activities master budget, with justifications and recommendations.
  • Research material for short/long term capital requirement and facility plans. Implements and maintains an effective internal control system to preclude or minimize the potential for fraud, waste, and abuse.
  • Verify that revenues and expenditures are properly recorded and accounted for daily, to provide reliable financial and statistical reports, and to maintain accountability over assets.
  • Submits purchase requests for personal services contracts, and blanket purchase agreements, and ensures inclusions of all required accounting documents.
  • Directs personnel required to develop, conduct, and maintain programs and community services designed to enhance the morale and welfare based on the diverse needs and interest, fiscal resources, facilities, and equipment.
  • Recruit, hire and in-process all new employees. Manage the activity's workforce and function as the first line supervisor; approve annual leave requests; evaluate performance; take appropriate disciplinary action and resolve grievances.
  • Establishes an internal performance management system to ensure proper assignments, review, and evaluation of employee performance.
  • Plans work schedules; sets and adjusts short/long term priorities.
  • Approve all timecards and payroll submissions.
  • Applies Equal Employment Opportunity (EEO) principles and requirements to all personnel management actions and decisions.
  • Plans, coordinates, and oversees training and certification courses to include Lifeguard, Lifeguard Instructor, Water Safety Instructor, Cardiopulmonary Resuscitation (CPR), First Aid, and Water Fitness.
  • Organizes, promotes, schedules swim lessons, swim meets, special events and daily activities to individuals and groups; addressing the differing needs of the base populace.
  • Respond to all Interactive Customer Evaluation (ICE) comments/suggestions in a timely manner.
  • The subject matter expert on knowledge of Air Force and local Operating Instructions, rules and procedures for safe swimming and pools.
  • Establishes, reviews, and evaluates services, purchase of supplies, equipment, and resale merchandise.
  • Plans, request and schedule maintenance; inspects pools for safe conditions and reports facility/equipment discrepancies to the Outdoor Recreation Director.
  • Performs other duties as assigned for the daily operation of the pools to include custodial tasks of the facilities.
  • A CAC is required to perform the duties of this position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Qualifying Experience:
  • Must have the experience which provides an advanced knowledge of swimming activities, rules and procedures.
  • Must have responsible experience which has demonstrated the ability to manage business activities.
  • May have been gained in an operating, administrative, or managerial position which included responsibility for various phases of operations, such as equipment and supply accountability, financial management, or planning organizational or large-scale pool programs.
  • Ability to effectively communicate both verbally and in writing.
  • Aquatic Facility Operator certification, CPR, AED, and first aid certifications is preferred.
  • Must be certified in CPR/First Aid, AED within 90 days of appointment.
  • Supervisory experience is desired.
  • Must have the ability to deal with customers, counsel staff members, and resolve conflicts.
  • Must be able to pass all required in- processing and annual training classes deemed necessary by the supervisor.
  • Must have a valid driver's license.
  • Must satisfactorily complete a pre- employment drug test.
  • Must be able to work uncommon tour of duty (evenings, weekends, and holidays).
  • Must be able to satisfactorily complete a Tier 1 background check.
  • Must be lifeguard certified or/and willing to become certified within 90 days of appointment.
  • Must spend half of their shift at Himberg pool to observe aquatics operations.

What is NAF Employment?

Civil service positions are paid for by money appropriated by Congress. NAF money, on the other hand, is self-generated by Air Force clubs, bowling centers, golf courses, and other activities that use NAF employees.
