Summary

This position is located in the Community Recreation Division, of the MWR Department, located within CNIC, Navy Region Korea. The incumbent, plans, promotes & implements a variety of MWR or Community Recreation programs &activities. The position is responsible to seek various partnerships with community organizations, & businesses in support of MWR programs and base wide special events.

Duties

PROGRAM MANAGEMENT

  • Use creativity to plan, promote & implement programs utilizing numerous facilities in accordance with approved program standards. Coordinate leisure skills development activities & classes.
  • Organize community special events such as holiday events, celebrity appearances, concerts, & festivals.
  • Serve as liaison for MWR related activities associated with Fleet & Family Readiness Departments (N9) & other tenant commands. Develop contacts & partners with ROK Navy commands & CNFK for partnership and programming opportunities.
  • Provide support for unit allocations to include equipment, programming ideas, & coordination assistance.
  • Responsible for the development, management, maintenance, planning, business plan execution, & administration of a diverse Community Recreation program.
  • Research and provide information on recreational opportunities for individuals/families on & off base.
SUPERVISORY:
  • Perform supervisory duties to include assigning work, defining priorities, recommending applicants for hire, evaluating performance, recommending pay adjustments/awards, providing or recommending training, approving and disapproving leave requests, & recommending formal corrective actions.
  • Authorize personnel action requests and ensures timekeeping documents are submitted in accordance with local direction.
  • Ensure interviews & selection of new hires is performed in accordance with established hiring practices.
  • Lead and instruct subordinate staff in administering workshops, clinics and events in a variety of skills areas.
ADMINISTRATION
  • Provide administrative duties & support through after-action reports, data collection and database administration to include providing information for metrics & patron counts.
  • Develop contacts and creates professional proposals, execution of agreements & follow-ups. Solicit input from activity managers regarding short/long range goals, business plan objectives & program standards.
  • Evaluate & review ongoing programs and provides activity managers with guidance to enhance effectiveness of the programmed activity & ensure standards are met.
  • Assist with writing standard operating procedures. Perform analysis of projects and programs; consider operating budget, staffing requirements, plans, trends, command mission & changing population.
  • Provide onsite project oversight and ensure approved plans are implemented and notify local & regional leadership. Use metrics & financial data to recommend modifications to programs.
  • Ensure all facilities and activities associated with the Community Recreation and Marketing program meet, safety, security and sanitation guidelines & takes action to correct deficiencies.
  • Lead & perform check-in and check-out of materials and collects applicable fees by operating point of sale (POS) system.
  • Inspect equipment upon return for damage & recommends replacement when required.
  • Complete Daily Activity Report (DAR) to ensure accountability of sales transactions.
  • Perform inventory of various equipment, retail items, & supplies.
  • Promote customer service awareness and information, requisitioning merchandise, ensuring adequate stock levels, entertainment & promotion schedules.
  • Transport patrons to local attractions for trips & outings.
MARKETING
  • Solicit, negotiate and develop working partnerships with organizations and commercial vendors to support & benefit FFR programs.
  • Responsible for planning, coordinating, publicizing, marketing and execution of programs & special events within Community Recreation.
  • Seek ways to promote and market FFR facilities & events through outreach opportunities.
  • Promote FFR facilities and events through indoctrinations & other group functions/gatherings by speaking to groups & using administrative resources to provide input, create & post advertising materials.
  • Develop professional marketing & promotional plans for installation programs & events. Uses established real-world marketing practices, marketing analysis, data gathering & tabulation to initiate & complete plans.
  • Utilize and maintain working knowledge of marketing tools to publicize & encourage patronage of programs & facilities through strategic deployment of advertising campaigns that may include: email, websites, presentations, social media, publications, & printed materials.
  • Conduct installation level public relations activities using publicity information or interviews. Document FFR programs, events & services through video & photographs for future marketing needs. Administer a FFR indoctrination class for new military & civilian personnel.
  • Develop & maintain the FFR web page. Ensure all information is correct, up-to-date & all associated links function properly.
  • As Commercial Sponsorship Coordinator, gather event information, write solicitation materials, fact sheets & after actions. Develop proposal packages, sponsorship solicitations, selection of sponsors & sponsorship agreements.
  • Perform other related duties as assigned.

Conditions of Employment

  • Wears protective clothing and equipment as situations warrant.
  • No fixed schedule. Hours of work will vary as required by the needs of the program to include split days off, early shift, late shift, evenings, weekends and holidays.
  • Subject to recall regularly.
  • Must possess and be able to maintain a current and valid driver's license
  • Position has been designated Non-Critical sensitive. As a position of trust and IT II position, employment is conditional on the successful completion of a T3 level investigation.
  • This position is eligible for situational telework

Qualifications

  • Knowledge gained through relevant education and training (i.e., Bachelor's Degree in Recreation, Marketing, Business or closely related field) and/or equivalent recreation related work experience.
  • Knowledge of recreational programs.
  • Knowledge of the goals, principles, techniques and methods of procedure used in organizing, planning and conducting all types of activities.
  • Knowledge of the entire scope of activities and their suitability in the Community Recreation.
  • Knowledge of recreational and entertainment events program for individuals and groups of varying demographics, ages and interests.
  • Combination of experience related to customer service and or activity-based functions.
  • Program planning and leadership skills to devise and implement a leisure and social recreation program that will stimulate and sustain the interest of participants and challenge participants that they may benefit from the social values to be derived from recreational activities.
  • Ability to work independently, make sound decisions and have the ability to effectively communicate both orally and in writing.
  • Ability to create, negotiate, implement and sustain partnerships via various MWR agreements.
  • Ability to maintain a clear and accurate database.
  • Ability to represent the department and speak in front of both small and large groups.
  • Ability to supervise.

One-year of specialized experience in recreation that demonstrated the ability to apply the principles of one or more specialty areas of recreation.

  • Group leader, counselor, or similar work in public and private recreation programs for adults or children such as summer camps, local playgrounds, YWCA and YMCA clubs, Boy Scouts and Girl Scouts, urban community centers, or resort recreational activities.
  • Teacher's Assistant aid in elementary school recreation or physical education program, with emphasis on development of general recreational skills and abilities.
  • Assistant assignments in recreation while on active military service.
  • Assistant in the organization and administration of recreation activities, such as preparing activities calendars, maintaining attendance records, and providing information concerning schedules and activities.
  • Summer assistant aid in a State or national park, with duties related to the recreational activities of visitors to campsites, trails, picnic areas, nature and raft centers, and boating and fishing areas (e.g., demonstrating camping techniques and park safety, conducting nature tours, and overseeing farm animal areas provided for children).
  • Sales or stock assistant in a recreation supplies and equipment shop.
  • Assistant in the issuance of authorized property, and in the maintenance of inventory control and accountability for such property in a recreation facility.
  • Assistant in a hotel or resort recreation service, with duties such as setting up areas for games, tournaments, and other organized group recreational activities.
