Summary

Support the Military's Quality of Life programs! The Morale, Welfare, and Recreation (MWR) department of Commander, Navy Installations Command (CNIC) provides fitness, recreation, lodging and food and beverage programs for service members, their families, retired military and civilian employees.

Duties

  • Manages and administers a comprehensive and diverse year round Liberty program. The liberty program targets E-1 through E-6 single sailors living in the barracks.
  • Partners and coordinates with the in-house programmers to promote and implement a variety of programs and activities
  • Prepares, justifies, and monitors the execution of the annual NAF and APF operation budget
  • Reviews financial reports regularly, compares to budget and provides execution explanation for higher level review
  • Ensures all facilities and activities associated with the program meet established safety, security and sanitation guidelines. Takes timely action to correct deficiencies through coordination with local agencies
  • Provided administrative duties and supports through daily, weekly, and monthly reports, sales and commission reports, after-action reports, data collection and database administration
  • Performs supervisory duties to include assigning work, defining priorities, selecting and recommending applicants for hire, evaluating performance, recommending pay adjustments/awards, providing or recommending training, approving and or disapproving leave requests, initiating corrective actions, and recommending formal corrective/disciplinary actions as warranted
  • Routinely evaluates and reviews ongoing programs and provides activity managers with guidance that may develop, adapt, modify, expand, or otherwise change the program activity to better meet and enhance the expected effectiveness of the programmed activity.
  • Performs other related duties as assigned

  • Must meet Federal Employment suitability requirements and successful completion of background investigation.
  • Must be able to obtain certifications in First Aid and CPR within the first 90 days in the position
  • Must possess a valid driver's license
  • Must be able to obtain a food handler's permit and Controlling Alcohol Risk Effectively (CARE) certificate
  • Frequent physical exertion while instructing or guiding participants in a variety of activities
  • Work may require sitting, walking, standing for long periods of time, bending and lifting up to 40 pounds
  • Work may require working outside for special events or leading outdoor group outings or trips
  • Hours of work will vary as required by the needs of the program to include split days off, evenings, weekends and holidays

Qualifications

  • Knowledge of principles, techniques, and methods of procedure used in organizing, planning, administering, and conducting a wide variety of recreation activities. Must have a strong understanding of the scope of recreational activities and their suitability for individuals, groups, ages and interests.
  • Must be an innovative and capable leader and able to perform duties with limited supervision.
  • Possess a customer-oriented personality to include tact and diplomacy in order to communicate with both personnel and patrons. Strong communication skills and ability to communicate with targeted 18-24-year-old group of single military personnel, advisory groups, MWR and community program personnel, and local community program representatives and vendors.
  • Must be able to operate a computer and have an in-depth knowledge of software packages such as Microsoft Office, Excel, etc.
  • Must be able to make sound decisions and exercise good judgement.

Education

Must have one of the following:

  • An undergraduate or graduate degree in Recreation (e.g. general recreation, outdoor recreation, recreation and parks leadership, wild land recreation management, natural resources recreation, public/urban/community recreation, special populations recreation or physical education).
  • Specialized Experience that demonstrated the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include:
    • Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs.
    • Instructing in the principles and techniques of recreational program planning and management.
    • Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations
