Summary

This position is located in the Non-Appropriated Funds (NAF) Community Recreation Division, of the Morale, Welfare and Recreation Department, located within Commander, Navy Installations Command (CNIC), Navy Region Japan, Commander, Fleet Activities Yokosuka. Manages and administers a comprehensive and diverse year round recreation program and various recreation facilities that can include, but are not limited to Parks, Picnic Areas, Outdoor Rental/Resale, Adv Activities, RV Parks and marina.

Duties

- Responsible for planning, developing, managing and maintaining a wide range of land and water outdoor recreation activities and services for a community of over 23,000 people. This includes active and retired military, authorized civilians and their family members in an area with extreme climatic changes, and available natural resources favorable to a strong diverse outdoor recreation program for four seasons of the year.
- Responsible for planning, developing, managing and maintaining the Sailing Center and Marina. This includes, but is not limited to boat slip rental program, small craft and aquatic recreational equipment rentals, special events and programs, leisure skills courses, and merchandise retail.
- Develops plans for the use of natural land and water resources for selected outdoor recreation activities, both those in basic categories (e.g., skiing, camping, boating, and fishing), and those designed to meet more specialized interests and needs (e.g., hiking, rock climbing, wind surfing, sea kayaking, SCUBA, etc.).
- Coordinates outdoor activities with other specialty programs within the recreation program (e.g. collaborates with the youth services director in the planning, use and administration of resident and non-resident camps within the outdoor recreation area of operations, collaborates with the Single Sailor Program Manager to target activities directly towards this at risk group, etc.).
- Plans and coordinates the details of recurring and nonrecurring activities, special events, and joint community undertakings so as to make maximum recreational use of resources, consistent with the military tactical and morale mission and with the principles of natural resources and environmental management.
Provides guidance and leadership to the various outdoor recreation activities and participants, modifying, adapting, expanding, or otherwise changing plans and procedures for such activities as developments require.
Supervisory Duties comprise include but not limited to:
- Performs supervisory duties which include assigning work, defining priorities, selecting and recommending applicants for hire, evaluating performance, recommending pay adjustments/awards, providing or recommending training, approving and/or disapproving leave requests, initiating corrective actions, and recommending formal corrective/disciplinary actions as warranted.
- Supervises NAF, host nation employees and contractors, whether full-time, part-time, or flexible; non-Federal workers; unpaid volunteers; student trainees, or others.
- Monitors and evaluates outdoor recreation programs to ensure adherence to outdoor recreation policies and procedures.
- Assists with developing annual budget and provides input and guidance to Community Recreation Director and MWR director on financial improvements and purchases for the betterment of the outdoor recreation programs
- Manages and accounts for all NAF and Appropriated Funds (APF) within the Outdoor Recreation program, and monitors financial performance of programs to insure budgetary goals are being attained.
- Solicits input from activity managers regarding internal short/long range goals, business plan objectives and program standards.
- Writes standard operating procedures.
- Performs regular analysis of projected projects and programs, considering operating budget, staffing requirements, plans, trends, command mission and changing population.
- Develops program plans, facility projects, and work order requirements with supporting data for inclusion in overall program plans formulated at higher organizational levels.
- Develops and implements internal controls to protect funds, equipment and property, and adapts as necessary based on the local environment and facilities.
- Maintains various reports and statistics to document status of program.
- Responsible for planning, coordinating, publicizing, marketing and execution of programs and special events within the Community Recreation program by utilizing all available resources.
- Performs other duties as assigned.

Requirements

  • Must have or be able to obtain and maintain a current driver's license.
  • Occasional travel of less than 20% may be required.
  • This position may be designated as mission essential personnel who are called upon for inclement weather and is subject to recall.
  • Incumbent is subject to work an uncommon tour of duty to meet program requirements including evenings, nights, weekends and holidays
  • Must successfully complete a National Agency Check or equivalent background screening upon selection and periodically thereafter as required.
  • Must be able to pass a standard swim test by swimming two widths of the pool without touching bottom or any other support
  • Must successfully complete the Intermediate Marina Manager (IMM) course offered through AMI within the first year of hire.
  • Incumbent must possess or be able to obtain the following within 30 days of hire:
  • Cardiopulmonary Resuscitation Certification (CPR)
  • First Aid Certification
  • National Association of State Boating Law Administrators (NAS BLA) Safe Boating Certification, or equivalent

Qualifications

- Knowledge gained through relevant education and training (i.e., Bachelor's Degree in Recreation, Marketing, Business or closely related field) and/or equivalent recreation related work experience.
- Knowledge of boating terminology, watercraft operation and maintenance, water and boating safety, handling of boats (launching, mooring, and storage), boating equipment and facilities, and recreational boating activities.
- Knowledge of a very wide range of the principles, concepts and techniques of planning and conducting large scale outdoor recreation program.
- Knowledge of the ranges of activities and services and of participant interests and needs typical of an outdoor activities program that enable the employee to develop skills and ability to maintain a comprehensive and exceptionally diversified outdoor recreation program.
- The ability to develop and implement innovative outdoor recreation programs effective in attracting and motivating at-risk groups such as youth, teen and young adults (ages 18- 25).- Knowledge and ability to manage multiple activities and recreational facilities at the same time.
- Knowledge of NAF and APF budgeting and necessary skills to manage and execute funding within prescribed budgets.
-Knowledge and ability to recruit, train, manage and lead a diverse workforce of paid and volunteer personnel to include MWR staff, contractors, recreation instructors, leaders and guides.
- Ability to provide excellent customer service and resolve complex customer-service related problems.
- The ability to work as a leadership team member of a complex and diverse recreation program.
- Ability to communicate effectively both orally and in writing

Applicants with minimum qualifications will have one of the following:

  • Four Year Undergraduate degree in Recreation.
  • 3 years of experience in Recreation showing progressive responsibilities (for example: Recreation Aid, NF-0189-01 to Recreation Assistant, NF-0189-02 to Recreation Specialist, NF-0188-03).
Applicants who meet minimum qualifications will be further evaluated for:
  • Possesses a four-year undergraduate degree in Recreation or related field.
  • Experience supervising recreational programs and staff.
  • Experience in operating and planning Outdoor Recreation Programs and Facilities.
  • Experience in Marina and Boating Operations.
  • Experience in Budget and Rescore Management. Ability to develop and manage operating budgets, including income and expense tracking for outdoor recreational and marina programs.
