Qualifications

Specialized Experience
To qualify for the GS-12: You must possess one full year of specialized experience that is comparable in scope and complexity to the GS-11 grade level in the Federal civil service, having demonstrated the following: Writing, administering, and/or negotiating natural resource management contracts or water service contracts in accordance with applicable laws, regulations, policies and guidelines; Drafting or formulating service agreement documents and/or coordinating negotiation processes in relation to natural resource management contracts, water service contracts and/or proposals; Performing economic analyses, land evaluations, and/or cost analyses to develop recommendations pertaining to natural resource management contracts or water service contracts; Training or mentoring new employees and/or junior coworkers or teammates. These examples represent the type of work performed at the next lowest grade level in the Federal civil service (GS-11). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Condition of Employment for Probationary Period: As a condition of employment for accepting this position, you will be required to serve a probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:

How you will be evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
Category rating and selection procedures will be used to evaluate applications from this announcement. If an applicant meets the basic qualification requirements, his/her on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of his/her experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified, and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100. The Category Rating Process does not add veterans' preference points or apply the "rule of three" but protects the rights of Veterans by placing them ahead of non-preference eligibles within each quality category. Veterans' preference eligibles that meet the qualification requirements and have a compensable service-connected disability of at least 10 percent will be placed in the highest applicable quality category (except in the case of scientific or professional positions at the GS-9 level or higher).

To be considered for this position, you must complete all required steps in the process. In addition to the application and application questionnaire, this position requires successful completion of additional assessment(s), including a technical assessment questionnaire and SME resume review. These hurdled assessments measure the critical competencies listed above that are required to successfully perform the job.

For evaluating the quality of candidates for referral to the selecting official, a three-phased process will be used.

If you meet the minimum qualification requirements, you will continue to the second phase and will be given an interim score based on the technical assessment questionnaire responses. Phase 3: Candidate applications will be administered a final cumulative score based on the scores acquired from the first and second phases. Candidates who score as best qualified will be referred to the selecting official for further consideration.
