The United States Space Force (USSF) Space Systems Command (SSC) at Patrick Space Force Base, Florida is searching for a Supervisory Safety Engineer (NH-0803-04, GS 14/15 equivalent).

Description:
The incumbent performs System Safety Engineering duties on specifically assigned major or sensitive programs or projects. This includes conducting safety assessments of space and missile system designs, procedures, and supporting safety documentation to determine the acceptability or deficiency of assigned programs or projects. The incumbent applies System Safety principles and requirements to developing space-related programs/projects to maximize overall safety for the program or project and its related workforce, ensuring mission success without compromising the protection of life, limb, and resources.

The incumbent functions as the primary professional and SLD safety consultant to senior USAF/USSF command management, corporate aerospace industry management, professional and national industry representational organizations, and local contractor safety organizations. During periods of inordinate conflicting situations regarding program risk, the incumbent serves as the primary safety advocate to ensure top management is fully and accurately informed regarding hazards in the decision-making process for refraining from or proceeding with launch processing. Utilizing System Safety principles, published guidance, and persuasion, the incumbent develops new/improved local safety policy, applications, interpretations, and precedent-setting requirements in response to the changing environment and technology of space and missile systems. They coordinate these changes throughout the local and sister Range communities to obtain maximum concurrence and comprehension to support changing space and missile safety complexities. The incumbent uses experience and understanding to develop and shape innovative approaches to space and missile system safety implementation and attends professional seminars and presentations to influence and/or gain understanding for maintaining system safety science and art as a critical element of space and missile operations.

The incumbent supports the overall management and operation of SLD 45/SE, including safety, security, and quality. When senior management is unavailable or cannot support, they attend unit or Wing staff meetings, briefings, and/or technical interchange meetings to ensure the Safety or Safety Analysis office has representation and a means of getting notification when important issues arise.

The incumbent maintains a constant awareness of changing booster, spacecraft, and upper stage configurations, as well as the booster vehicle interface configurations, ground systems and designs, and basic and applied research. They apply engineering knowledge and judgment in solving exceptionally difficult technical problems in various engineering disciplines by applying basic research data to them. Additionally, they produce solutions that apply relevant maturing consensus standards. These solutions often form the basis for National standards; much of the basic criteria and solutions developed for use at the Range serve as advances in aerospace safety engineering and are applied nationally by industry and other government agencies in flight vehicle design, Range operations, flight test programs, and the commercialization of launch vehicles and associated spacecraft.

Key Skills and Abilities:
1. Knowledge of System Safety Engineering principals, purposes, functions and values including regulations, standards, techniques, and processes for highly complex missile systems, safety programs, and program management.
2. Ability to plan, organize and direct the functions of a small staff of engineers, and a support contractor with focus on launch safety and mission support.
3. Ability to communicate effectively through oral and written means; including the ability to approach, present, and persuade higher management to support a given recommendation/resolution. Able to negotiate extremely controversial issue to assure an acceptable and optimized conclusion that balances program cost and objectives while meeting public safety requirements to include ability to produce technical documents and prepare and present briefings to internal and external organizational audiences.
4. Ability to apply conventional knowledge, experience and expertise to development of new ways to do business while maintaining focus on safety and mission support.
5. Knowledge of safety and security regulations, practices and procedures. Ability to facilitate effective coordination of launch safety issues with user agencies/contractors and to provide advice/guidance to ensure that health and safety features/precautions are considered in recommendations regarding testing/operations of launch vehicles.
6. Ability to supervise highly complex and technical professional safety engineering work.

• A professional engineering degree at the bachelor’s level from an ABET accredited institution, or in a closely related technical field as desired by the hiring organization, is required.
• This is a Supervisory position being filled.
• This is a Key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
• Employee must within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
• Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
• May be required to travel by military or commercial aircraft in the performance of TDY assignments.
• May be required to work overtime on an unscheduled or emergency basis.
• Incentive is not authorized.
