Applications will be accepted from non-preference eligibles; however, these applications will not be considered if preference eligible applicants are available. Note: An agency may fill a restricted position with a non-preference eligible by position change (promotion, demotion, or reassignment) from among current permanent Department of the Army employees.

municipal, local, or private protective organization leading or supervising employees in the area of law enforcement or security; (2) enforcing rules and regulations pertaining to law enforcement and/or security; and (3) coordinating developmental and/or training needs or programs for security/law enforcement employees.
