Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.

The HUD-VASH Program is a collaborative effort, supported through HUD Section 8 rental
assistance vouchers and VA's provision of intensive case management services. The primary goal
of HUD-VASH is to move veterans and their families out of chronic homelessness. The primary
component of the program is VA case management services, designed to improve Veteran's
health and mental health, enhancing their ability to remain stable, housed and community
integrated.

The Program Coordinator also functions as a case manager to provide in-person face to face
clinical services and conduct home based and community based in-person assignments and is
responsible for program oversight, monitoring and administration, serving as the primary contact
with local Public Housing Agencies (PHAs). He/she provides case management-based services
(directly or through referral) necessary to ensure that veteran care is coordinated with the VA
medical center, community health or mental health providers, and agencies that serve homeless
populations.

The supervisor is responsible for day-to-day management and operational aspects of the HUDVASH
Program. The incumbent provides leadership, guidance, and coordination of staff
following the mission/vision of the VACCHCS and program direction of the Social Work
Service. Assist the Social Work Service Chief and Homeless Program Coordinator by managing,
monitoring, and adjusting site-based and individual productivity/performance metrics to address
inefficiencies and assure systemic growth.

The incumbent is required to conduct, evaluate, and coordinate the execution of the program
(this may include coordination of day-to-day staffing schedules, coordination of staff
productivity, coordination of program/staff efficiency, coordination of program/staffing cost
effectiveness, coordination of quality performance, outcomes and/or coordination of clinic
effectiveness and clinic productivity). The incumbent is expected to review program analysis and
provide appropriate assessments of the outcomes and make recommendations as needed.

The incumbent supervises a group of employees performing work at various levels and provides
administrative and technical supervision necessary for accomplishing the work of the program.
He/she exercises supervisor authorities and responsibilities involving work assignment and
review, as well as the administrative and personnel management functions relative to the staff
supervised.

The incumbent plans work to be accompanied by employees under his/her span of control,
setting and shifting priorities and schedules to the mission requirements of VACCHCS as it
applies to the management of the HUD VASH program. The incumbent establishes guidelines
and performance expectations for staff. He/she observes workers' performance; demonstrates and
conducts work performance critiques. The incumbent provides informal feedback and
periodically evaluates employee performance. He/she resolves informal complaints and
grievances. The incumbent develops work improvement plans, recommending personnel actions
as necessary. He/she provides advice and counsel to works related to work and administrative
matters. Advises, counsels and instructs employees on both technical and administrative matters;
interviews candidates for positions in the section; recommends appointments, promotions and
reassignments; resolves problems and referring serious matters to the next higher level of
management or source of resolution. The employee is responsible for ensuring section an
organizational training objectives are met by assessing training needs for employees and
ensuring that a mechanism for achieving the objectives are met. The incumbent is expected to
continually seek out process improvements (QA/QI initiatives) for all work assignments within
his/her area of assignment, which will increase efficiency and decrease operating costs. The
incumbent will develop performance standards for employees assigned to the section. The
incumbent affects disciplinary measures as appropriate to the authority delegated in the area.
He/she reviews and approves or disapproves leave requests. Incumbent assures that subordinates
are trained and fully comply with the provisions of the safety regulations.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: GS-13 Supervisory Social Worker
Experience: One year of experience equivalent to the GS-12 grade level. Examples of specialized experience include, but are not limited to: Having significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level (or equivalent) and below; responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities; providing direct clinical services with or without program coordination responsibilities. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment.

Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:(a) Ability to independently organize work, set priorities, and meet multiple deadlines.(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.(c) Ability to ensure provision of clinical social work services by supervised social workers.(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.(f) Ability to provide staff training and development.

Assignment: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs).
