The Assistant Director of Comprehensive Homeless Center Programs (ADCHCP) Supervisory Social Worker supports the Director in overseeing all departmental operations. The incumbent assists with strategic direction and provides leadership to staff. The ADCHCP offers a diverse continuum of services across multiple levels of care, managed through continuous coordination, liaison, and consultation with internal program managers, Veterans, community partners, and VA Central Office officials.

Duties
The ADCHCP Supervisory Social Worker acts as the liaison between the Director CHCP and for the Grant Per Diem (GPO) and Health Care for Homeless Veterans Contract Residential programs (HCHV), overseeing operations, strategic resource allocation; budget, personnel, space, and equipment, and program efficiency. In collaboration with the Associate Chief Social Worker for Mental Health, the incumbent directs staffing and recruitment efforts.
- The incumbent drives cost-effectiveness by collaborative with and as assigned reviews operational workflows, communication systems, and equipment needs.
- The incumbent manages appropriate and non-appropriate accounts, authorizing and monitoring expenditures for transitional residences, equipment, and supplies across all VANTHCS CHC programs.
- The incumbent ensures full compliance with Equal Employment Opportunity and Affirmative Action initiatives and upholds strict adherence to VA safety policies regarding work-related injuries, environmental health, emergency preparedness, and fire safety.
- The incumbent provides leadership by training and mentoring staff on safe work practices, protocols, and standard operating procedures.
- The incumbent cultivates strategic partnerships with community stakeholders to facilitate seamless continuity of care and support successful service transitions. Leveraging advanced expertise in community engagement, the incumbent serves as a primary liaison for the GPO, HCHV Residential Contract, and other CHC programs.
- The incumbent ensures that the GPO, HCHV Contract Residential, and, when acting for the Director CHC, the CHC programs comply with all relevant regulations, policies, and procedures for the target population and monitors the SAIL measures and medical center performance related to those services.
- The incumbent develops and maintains treatment and documentation standards for CHCP that meet the expectations and requirements of accreditation organizations such as Joint Commission.
- The incumbent performs additional and special assignments that are related to program goals, and the needs of the CHC programs.
- The incumbent identifies high-risk patients and provides crisis intervention services.
- The incumbent provides collaboration, evaluations, and assists with disposition of high-risk CHCP cases to ensure Veteran access to care and provision of services.
- Incumbent completes suicide risk screens and documents assessments as required by policy.
- The incumbent performs additional and special assignments that are related to CHC programs and for other members of the Mental Health Executive Leadership Team with coordination and concurrence of the Director CHCP.
- The incumbent proactively identifies, assesses, and develops comprehensive strategies to mitigate organizational and operational barriers, ensuring continuity and excellence in service delivery.
- The incumbent designs and implements innovative solutions that optimize operational efficiency across the GPO, HUDNASH, HCHV Residential Contract, and other CHC programs, aligning with agency performance goals.
- The incumbent leverages advanced data analytics to track, store, and utilize performance metrics effectively, facilitating the management of Social Work and other discipline workload, quality assurance, and productivity standards within homeless and community based programs.
- The incumbent develops and implements comprehensive training and orientation programs for CHC staff, while also facilitating ongoing professional development activities.
- The incumbent monitors all CHCP-associated contracts, collaborating with the assigned Contracting Report Officer to ensure full compliance.
- The incumbent provides oversight, interventions, and support, to any of the Comprehensive Homeless Center Programs as directed by the Director of CHCP.

Qualifications
Basic Requirements
Citizenship -
You must be a citizen of the United States
English Language Proficiency -You must be proficient in spoken and written English as required by 38 U.S.C. 7403(f)
Education and/or Experience Combination -You must possess a master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work.
License or Certification -You must be licensed or certified by a state to independently practice social work at the master's degree level.
Supervisory Social Worker Quals GS-0185-13
Licensure Requirement: You must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Experience Requirement: You must possess one year of experience equivalent to the GS-12 grade level. Examples of specialized experience include, but are not limited to: Having significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level (or equivalent) and below; responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities; providing direct clinical services with or without program coordination responsibilities. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment.
In addition to the experience above, you must demonstrate the following Knowledge, Skills and Abilities:
- Ability to independently organize work, set priorities, and meet multiple deadlines.
- Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
- Ability to ensure provision of clinical social work services by supervised social workers.
- Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
- Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
- Ability to provide staff training and development.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.
