Summary

The HUD-VASH Supervisory Social Workers has significant personnel management responsibilities for a small size professional and nonprofessional staff. Is responsible for the professional and administrative management of AVAHS HCHV HUD-VASH program in Anchorage with coordinating and collaborating responsibilities with senior social workers in rural HUD-VASH programs in the Matanuska-Susitna Valley, Fairbanks, Juneau, and Kenai Peninsula locations.

Duties

  • Works closely with HCHV staff and other clinical services serving homeless Veterans, residential and community care programs to ensure that coordination between these entities is facilitated and Veterans direct care, referral, and follow up is contiguous and based on a continuum of services. Independently provides clinical, psychosocial, and case management services at an advanced practice level for eligible Veterans and their family members in the program.
  • Is responsible for data collection, administrative record keeping, and monitoring patient or program clinical indicators, thresholds, and performance measurements. Develops working relationships and agreements with other organizations and directly coordinates with the designated PHA regarding housing voucher application and award process for each Veteran. Is responsible to review the agreements between Section 8 landlords, PH As, and the VA to establish appropriate referral sites for placements.
  • Establishes, implements, and maintains referral and screening procedures for potential HUD-VASH Veteran participants that meet national policy. Develops the screening procedures to involve an interdisciplinary team approach and is responsible to ensure criteria and procedures are maintained.
  • Regularly conducts and participates in outreach activities including field interviews, assessments and referrals for homeless Veterans contacted in the community, shelters, and "on the streets," as well as those who are referred by VA residential programs and outpatient clinics, and community-based outpatient clinics.
  • Provides referral to VA medical and mental health residential and outpatient treatment services. Provides referrals or in some cases direct admission of the Veterans prior to HUD-VASH participation, for other VA programs.
  • Evaluates the Veteran's situation, abilities, and capabilities, and arrives at a reasoned conclusion including an assessment of vulnerability and prioritization for admission. Assesses at-risk factors and develops a preliminary plan and performs an insightful assessment of serious and complicated cases involving psychiatric illness which may also include, catastrophic medical condition, dementia, traumatic brain injuries, and other diagnoses.
  • Develops psychosocial treatment plans, actively involving the Veteran and their family in coordination with interdisciplinary team members, based on the psychosocial assessments, including goals for clinical treatment. Effectively provides case management services while utilizing professional skill, objectivity, insight, advanced clinical training, and experience to interpret data and to identify viable treatment options and recognizing potential high-risk factors, acuity, and needs for services. Assists Veterans in maintaining appointments for medical, psychiatric, substance abuse, vocational and other services consistent with Veteran's goals associated with healthful independent living.
  • Establishes a continuing relationship with the Veteran, evaluating progress towards goals and adjusting the treatment plan. Meets Veterans to assess accomplishments and re­establish goals and monitors Veteran's progress, maintains comprehensive documentation, ensures expert diagnosis and treatment of clinical disorders, and shows competent discretion in decision to adjust treatment. Makes recommendations for care and changes to interdisciplinary treatment plan.
  • Directs clinical and psychosocial services and is accountable for the overall effectiveness of the services provided. Modifies services to best meet the treatment needs and to promote efficient practice and coordinates with other services offered.

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA.
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Basic Requirements:
  • United States Citizenship: Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
    • Loss of Licensure or Certification: Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment.
  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

Grade Determinations:

Supervisory Social Worker, GS-12

Education/Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

In addition to the experience above, the candidate must demonstrate all of the following KSAs.
  • Ability to independently organize work, set priorities, and meet multiple deadlines.
  • Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
  • Ability to ensure provision of clinical social work services.
  • Ability to provide staff training and development.
  • Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
Assignments: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities.

Preferred Experience: 1 Year supervisory and/or program manager experience. 1 year VA experience working with homeless Veterans.

The actual grade at which an applicant may be selected for this vacancy is GS-12.

Physical Requirements: This work requires light lifting, 45-44 pounds, moderate carrying, 15-44 pounds, use of fingers, walking, standing, operation of motor vehicle, near vision correctable at 13' to 16' to jagger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, both eyes required, hearing (aid may be permitted) and emotional/mental stability. Environmental Factors include outside and inside, dry atmospheric conditions, working closely with others and working alone.
