Summary

The primary purpose of this position is to provide the overall planning, development, evaluating, implementation, direction, and control of the Rehabilitation program areas including Speech Therapy, and Audiology, and all ancillary support services associated with those programs.

Duties

This employee can provide direct patient care. This assignment carries responsibility for independently providing Speech-Language Pathologist services to Veteran patients including evaluation and treatment offered Veterans according to the North Florida/South Georgia VHS mission, policies, Joint Commission standards, State Practice Act, and American Speech and Hearing Association guidelines.

Duties Include:

  • The incumbent coordinates the administrative and clinical work of the rehabilitation disciplines (Speech and Language Pathology and Audiology). The incumbent has major responsibility in the areas of program analysis, business management, quality management, research, and supervision.
  • Incumbent has a broad knowledge of establishing and developing rehabilitative programs in a variety of settings, such as PTSD, TBI, Polytrauma, Domiciliary, NHCU, Pulmonary, Women's Health, Neurological, and Geriatric programs as related to both in-patient, outpatient settings & telehealth settings.
  • The incumbent works closely with the PM&RS Service Chief and Chief of Staff to coordinate the functioning of PMRS. He/she also works closely with the Chief Medical Officers at the Jacksonville, Tallahassee, and Villages Outpatient Clinics to assist with speech and audiology related needs.
  • The incumbent is responsible for developing, writing, revising, and carrying out Rehabilitation Service (speech, & audiology) program policies. The policies are developed to meet standards set by TJC, OIG and CMS, as well as to address the needs of the Veterans Health System and VISN. The incumbent is responsible for interpreting and implementing existing and new policies and procedures from various levels of the organization, which impact on the operation of rehabilitation services. The incumbent consults with the Managers to ensure that policies developed support the mission of the Division and the Health System.
  • In addition to these facilities, incumbent works collaboratively with the Chief Medical Officers of off station clinics in the provision of rehabilitation services at those locations, and ensure adherence to appropriate professional behavior, conduct and practice of PMRS staff in these settings; and to facilitate compliance with VHA and regulatory guidelines per the request of the Chief of PMRS.
  • The incumbent will be responsible for providing administrative supervision for planning, directing, organizing, coordinating, implementing, controlling, and evaluating the overall administrative operations of the PM&RS programs. The incumbent participates in the analysis and interpretation of workload and other data used in resource planning.
  • Provides evaluation and treatment of referred veterans according to the North Florida/South Georgia VHS mission, policies, Joint Commission standards, State Practice Act, and American Speech and Hearing Association guidelines. Functions in an area of clinical expertise or as assigned by PM&R leadership or as needed by the Speech and Language Pathology Section.
  • Must have attained the highest professional training in the field of audiology and must hold a Certificate of Clinical Competence (CCC-A) issued by the American Speech-Language­ Hearing Association.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

Citizenship. Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a).

English Language Proficiency. SLP candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).

Education and Experience-Transcripts Submitted

(1) A master's degree, or its equivalent, in speech-language pathology, communication disorders or a directly related field from an accredited college or university and one year of creditable experience (see paragraph 2.g.).
or
(2) A doctoral degree in speech-language pathology, communication disorders and sciences or a related field, from an accredited college or university.

Licensure-Documentation Supplied. Individuals must hold a full, current and unrestricted license in a U.S. state, territory, commonwealth or the District of Columbia.

Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

Supervisory Speech-Language Pathologist, GS-14.

Experience. In addition to the basic requirements at the GS-13 level, completion of one year of professional experience comparable to the next lower level.

Demonstrated Knowledge, Skills and Abilities (KSAs). In addition to the experience requirements, the candidate must demonstrate all of the following KSAs:

(a) Skill to translate management goals and objectives into efficient service operations.
(b) Skill in providing clinical and administrative oversight of service operations within complex facilities and/or multiple sites.
(c) Skill in conflict resolution to facilitate positive working relationships between employees, team leaders and management.
(d) Ability to effectively collaborate with local, VISN and national leadership.

Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity and range of variety and be performed by the incumbent at least 25% of the time. Service chiefs at this level are responsible for managing a unified audiology and speech-language pathology service or equivalent organizational unit in a large, complex or multi-site medical center. They ensure that services provided are of high quality and are consistent with contemporary and evidence-based clinical practice. In providing direction for a specialized and complex service-level department, Service chiefs formulate objectives and priorities and implement plans consistent with the organization's long-term interest, capitalizing on opportunities and managing risks. Service chiefs must demonstrate active problem and conflict resolution skills and maintain effective interdepartmental relationships to accomplish the medical facility's mission and goals. Service chiefs manage budgets, determine resource needs, allocate resources and ensure appropriate service productivity, efficiency and cost-effectiveness. They perform supervisory duties such as preparing personnel actions, performance management; planning, scheduling and assigning work; managing leave; assessing competencies; appraising performance; and recommending clinical privileges or scope of practice. Service chiefs ensure orientation and training programs are established for staff development and oversee academic affiliations, internship and fellowship programs.
