Summary

The Chief Supply Chain Officer (CSCO)for the Edward Hines Jr. VA Hospital, a level 1a complexity VHA facility within the Veterans Integrated Service Network 12 (VISN 12). The CSCO is, responsible for development and integration of a cohesive, forward-looking supply chain that ensures logistical requirements of the Hines VA Heath Care System (HCS) with multiple sites of care and supported catchment area are met.

Duties

  • Chief Supply Chain Officer (CSCO) oversees, guides, manages and integrates supply chain operations across the organization, including planning/coordination with fiscal, acquisition, clinical and administrative operations
  • Establishes, monitors and manages performance and measurement of logistics functions throughout the Hines VA for all aspects of supply chain including requirements determination, purchasing, transportation, distribution acquisition planning/coordination/oversight, tracking, inventory management/control, reconciliation of undelivered orders and disposition of supplies and equipment
  • Conducts logistics audits, compliance reviews and program effectiveness and efficiency reviews based on self-developed and nationally developed standards, of all Hines VA HCS activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures.
  • CSCO identifies specific requirements for money, manpower, material, facilities and services needed to support the program and correlating those requirements with program plans to assure needed support is provided at right time and place
  • Exercises knowledge of agency program planning, funding and management information systems and utilizes broad knowledge and skills of organization functions and activities to provide logistical support and coordinate and evaluate the efforts of functional specialists to identify specific requirements to develop and adjust plans and schedules for the actions needed to meet requirements timely
  • Plans forecasts and executes budget for healthcare resources and services, supplies, subsistence, durable medical equipment, medical gases, expendable, non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution.
  • CSCO serves a critical member of the Hines VA HCS leadership team and reports directly to the Associate Director of Operations (ADO), an executive at the Hines VA HCS.
  • Responsible for providing expert technical and analytical advice to the Medical Center Director (MCD) Associate Director(s) (AD)s and the Chief of Staff (COS) respectively in matters relating to all acquisitions, logistics and supply chain matters; coordinates communication within the logistics community, within network, between networks and between agencies.
  • Integration: Serves as the senior logistics management officer for The Hines VA HCS (with multiple sites of care) and The supported catchment area, integrating acquisitions and procurement, logistics and related support and services for supply chain, expendable/non-expendable (EX/NX) and capital equipment, inventory management, storage and distribution operations, total supply support and in some cases transportation, mail room, and reproduction. Integrates and aligns acquisition, delivery and management of supplies, equipment and services to ensure successful delivery of patient care
  • Operations: Serves as the senior VA HCS logistics expert; maintains extensive knowledge of supply chain systems and requirements necessary to provide direct support to the VA HCS, and technical guidance and assistance to all organizational logistics personnel pertaining to logistics
  • Analyzes and coordinates information and requirements with the Hines VA HCS, VISN 12 and VA Central Office (VACO) in area of acquisitions and procurement, supply, equipment and medical readiness.
  • Establishes policy and ensures best practices are implemented as appropriate, utilizing continuous quality improvement principles, practices and initiatives, including six sigma and lean management.
  • Serves as liaison to VISN 12, Office of Acquisition, Logistics and Construction (OAL&C) and VHA Procurement and Logistics Office (P&LO); to include Director of appropriate acquisition Regional Procurement Office (RPO); serves as Chairperson of one or more commodity disciplines involving multiple product variations and services under VISN Commodities Standardization Committee, participates on Network Equipment Committee (or similarly titled group), and oversees the Facility Recall Program
  • Serves as Chairperson or Co-Chair (with the Facility COS or designee) of the Hines VA HCS.Clinical Product Review Committee (CPRC); exercises delegated approval from MCD to approve all trials and evaluations for new products and equipment at the Hines VA HCS and supported catchment area. Leads Integrated Product Teams (IPTs) for Facility and Network initiatives and recommends courses of action to the Network as a result of IPT findings; participates in Administrative Investigation Boards (AIB)s.
  • Completes other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

  • Expert level knowledge of all facets of logistics and acquisition management including requirements determination, acquisition, material management, performance measurement, quality management and continuous process improvement, inventory, and warehouse management and transportation.
  • Mastery of contracting methods and contract types for development of acquisition strategy in order to plan and carry out long-term pre-award and post-award acquisitions.
  • Knowledge and skill sufficient to manage facility acquisition program.
  • Knowledge and skill sufficient to manage multiple VISN commodity standardization initiatives.
  • Knowledge of program objectives, scheduling, and interrelationships with other programs. S

Physical Requirements: The FCLO is required to participate on environment of care rounds, Facility Internal Reviews (FIR), Network External Reviews (NER), and external auditor site visits. These reviews include a review work areas including warehouse, supply areas that require personal protective equipment such as OR and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and car washers. Between periods of inspection, the FCLO is required to maintain a safe environment through continuous review of work areas and work practices.
As members of Construction IPTs and leaders of construction activation teams, FCLOs will often be required to participate in construction site visits which may involve long periods of standing, walking over rough, uneven, or rocky surfaces, and may require the use of protective clothing.
The FCLO will also be required to participate in, or conduct intensive negotiations for 4 hours or longer without rest periods. This may occur in conjunction with the Contracting Officer for contract negotiations, or in budget negotiation meetings.
