Summary

The Supervisory Supply Management Specialist -Assistant Chief Supply Chain Officer (ACSCO), serves as the alternate to the Facility Chief Supply Chain Officer (FCSCO) and is assigned continuing responsibility for managing a major part of the Logistics Service in the supply chain management (SCM) program with the direction and opinion of this role having the same authority given to the Service Chief.

Duties

Duties include, but may not be limited to the following:

  • Serves as the senior logistics management officer for a VA HCS (with multiple campuses) and supported catchment area, integrating acquisitions and procurement, logistics and related support and services for the supply chain, expendable/nonexpendable (EX/NX) and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction. Integrates and aligns acquisition, delivery and management of supplies, equipment, and services to ensure the successful delivery of patient care.
  • Standardizes business processes, establishes performance measures and analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the system and supported catchment area. Exercises SCM responsibility for the coordination and integration of new technology and/or implementation of new supply and equipment requirements. Integrates operations for the acquisition and procurement of complex healthcare resources that involve planning, coordinating, and evaluating logistical and SCM actions required to support complex requirements of a large healthcare system.
  • Oversees, guides, manages, and integrates supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations. Directs the supply chain, to include budget projections and execution for logistics programs and contracts, utilizing an understanding of the role of logistics in healthcare system and VISN financial, business, capital asset management, clinical, and administrative operations.
  • Serves as the senior VA HCS logistics expert. Maintains extensive knowledge of supply chain systems and requirements necessary to provide direct support to the VA HCS, and technical guidance and assistance to all organizational SCM personnel pertaining to logistics. Performs broad and comprehensive formal studies of benefits, impacts, characteristics, and problems associated with logistics policy.
  • Analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the health care system. Develops performance measurement/management of all of the aforementioned (including statistical analysis, workload projections, and process management).
  • Analyzes and coordinates information and requirements with the healthcare system, Veterans Services Integrated Network (VISN) and VA Central Office (VACO) in the area of acquisitions and procurement of supply, equipment, and medical readiness. Through subordinate managers, conducts cost-benefit analysis for procurements through the total supply chain. Analyzes supply status and directs the priority of maintenance effort for organizational equipment. When these indicators and reviews reveal improvement opportunities, acts as the catalyst, and ensures these opportunities are realized.
  • Establishes local facility policy and ensures best practices are implemented as appropriate, utilizing continuous quality improvement principles, practices, and initiatives, including six sigma and lean management. Implements and monitors current logistics systems (such as GIP, AEMS/MERS, IFCAP, etc.) and the deployment of Enhanced Supply Support Programs, or their future replacement programs.
  • Monitors progress toward meeting the logistics plan and identifies causes and impacts of delays or other problems related to overall execution of the logistics plan and adjusts plans and schedules to mitigate those impacts (the logistics plan includes acquisition of all materiel and services associated with the operation of a VA HCS and supported catchment area). Coordinates management oversight (with fiscal, acquisition and logistics) of undelivered orders, accounts payable and related functions.
  • Conducts strategic planning and quality management of the equipment and leasing programs, including coordination of VA HCS and supported catchment area activations and major purchases.
  • Working through subordinate staff, analyzes requirements, develops forecasts, directs reallocation, and provides guidance for the execution of funds for all logistics resources (these may include operational funds such as secondary stock funds, office supply accounts, transportation funding, medical supplies, and equipment). As senior approving official for the government purchase card (GPC) program, accounts for, and provides oversight and guidance to GPC individuals.
  • Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE, YOU MUST MEET THE SPECIALIZED EXPERIENCE AT THE GS-13 LEVEL TO QUALIFY FOR THIS POSITION.
GS 13 Specialized Experience:

  • Expert level knowledge of all facets of logistics and acquisition management including requirements determination, acquisition, materiel management, performance measurement, quality management and continuous process improvement, inventory and warehouse management, transportation, etc.
  • In-depth knowledge of contracting methods and contract types to assist in the development of acquisition strategies for procurement planning, product evaluation and services award. Knowledge and skill sufficient to manage local facility acquisition programs involving management, coordination, and planning of a number of contracts including service, supply, healthcare, leases, and more. Mastery of contracting methods and contract types for development of acquisition strategy in order to plan and carry out support of long-term pre-award and post award acquisitions. Knowledge and skill sufficient to manage facility acquisition program involving coordination of, and planning for a number of contracts.
  • Ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time; this specifically includes forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution.
  • Skill in the use of performance measurement data, advanced data analysis techniques, tools, systems, and statistical analysis to provide objective performance monitoring, substantiate workload projections, and identify improvement opportunities to the VISN.
  • Works under the general supervision of the FCSCO. Latitude is given in the performance of all duties. The position is fully responsible in conjunction with the FCSCO for actions committed, duties performed, and decisions and interpretations rendered. Work assignments are given with little or no direction for accomplishment of the project. The FCSCO measures performance in terms of program outcomes..
  • The ACSCO operates under extensively delegated authority, an exceptional degree of independence, and is responsible and accountable to the FCSCO for leadership in the formulation and operation of the facility logistics program in a manner that supports operations, including foremost the provision of health care and patient safety.
  • Managerial and supervisory duties are performed and occupy 25% or more of the position's time. Helps to develop multi-year work plans, makes revisions, manages policy and organizational changes, and helps to execute the budget and personnel actions. Serves as VA HCS Accountable Officer in the absence of the FCSCO.
  • The work involves originating new logistics techniques, establishing criteria, developing information and approaches for problem resolution, and interpreting policies, procedures, and regulations for the facility and other serviced administrations. Usually a high degree of ingenuity, resourcefulness and creative thinking must be used as the work involves detailed involvement in substantive logistics elements. Frequently works under severe time and funding constraints.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
