Duties
The position is located within Patient Business Service VTP Section at the Lexington VA Health Care System. Supervisory Transportation Assistant is responsible for the overall daily operation and long-term management of the service and for assuring the service supports the demands of a quality health care environment.
Supervisory Transportation Assistant routinely collaborates with the Lexington VA Health Care System Mobility Manager for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation, and ongoing operational flow of the VTS program. The four major areas of responsibility are: (1) program management; (2) supervision; (3) administration of community development; (4) development and direction of facility transportation.
Supervisory Transportation Assistant will be the first line of contact with the VTS Lead Transportation Assistant and Transportation Assistants. The supervisor will provide training in the performance of all routine and special assignments in the position. Work will be reviewed, both by spot check, after completion to evaluate, and daily observation: monitoring/assessment/resolution of operational and coordination problems, ability to manage difficult situations, ability to negotiate, interpersonal relations, special mode transportation contract monitoring and oversight.
Duties include, but are not limited to:
- Independently plan, direct, and manage the Medical Center's VTS program.
- Develops, adapts, and implements policies and plans to support the mission of the VTP.
- Analyze, develop, plan, and advise on VTS passenger movement policies and programs.
- Research needs and demands for users, identify transportation alternatives, review regulatory processes, facilitate communications between agencies, and develop incentives to encourage agency participation as needed.
- Knowledge of transportation requirements for the State of Kentucky; including the counties in which the program operates.
- Research transportation management innovations around the county. Remain current on best practices and concepts of transportation management.
- Identify and define requirements for the use of automated systems when dispatching and routing drivers. Provide training to VTS Staff on a variety of transportation management and patient related software such as VetRide, Beneficiary Travel Self-Service System (BTSSS), Computerized Patient Record System (CPRS) and Veterans Information System and Technology Architecture (VISTA).
- Develop education programs such as rider training material, travel trainer program, and community forums.
- Develop new ways to remove barriers for transportation to VA Medical Facilities.
- Make presentation to and attend meetings of a variety of groups, cities, counties, organizations, boards, and committees with passenger transportation links to promote coordination amongst agencies.
- Participate in Veterans Transportation Network and Regional Transportation Coordination Councils.
- Supports the facility's Fleet Manager through direct management, maintenance, and record keeping of vehicles operated by VTS in accordance with Fleet Manager's Guide, state and federal law, and local policies.
- Provides daily supervision and guidance. Performs the administrative and personnel management functions relative to staff support.
- Identify, analyze and resolve time keeping and special pay issues that arise.
- Provides direct on-the-job training for employees, broaden employee training, and provide backup skills by cross training.
- Gathers and maintains valid data used to develop, evaluate, and modify organizations and system to achieve program goals.
- Other duties as assigned.
Work Schedule: Full-Time, Monday - Friday 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

In addition to the time in grade requirements listed above, the below qualification requirements must be met.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS -07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Knowledge of VA laws, regulations, directives, policies, procedures, performance measures, and guidelines relating to VA Medical benefits administration, organizational structures, VA mission and goals, Privacy Act of 1974, Freedom of Information Act (FOIA) and working practical knowledge of applicable VHA regulation, station directives, Public Laws, State Laws, Central Office directives, and HIPAA regulations.
- Knowledge of extensive and diverse regulations governing a wide variety of passenger travel to decide, provide advice or performance other work, including knowledge of various travel policies, rules, and guidelines of national, state, and local origin governing the VTS program and passenger transport via, contracted vendors.
- Knowledge to make sound and logical decisions, identifying and utilizing all appropriate available resources.
- Knowledge to deal effectively with problems, issues and situations which occur daily and maintain effective working relationships.
- Knowledge in consult management, scheduling, admissions, discharges, transfer, and administration with patient processing including diagnostic tests and studies, availability of these within the medical center, and procurement outside this medical center when not available at this facility or other VA facilities.
- Knowledge of the various departments within the medical center and the policies and procedures of each unit as they relate to the VTS Program clinic and patient care.
- Knowledge of the overall structure of electronic medical records.
- Knowledge of the Scheduling Package, Patient Care Encounters (PCE) Package, Consult Management processes, Advanced Clinic Access principles, in additions to the Veterans Transportation Service (VTS) program Package and its use in VISTA applications. Also, the ability to adapt and learn new application changes with minimal oversight to ensure compliance among subordinates.
- Knowledge of the requirements of various transportation regulations or operations to monitor and report on carrier compliance with contract terms, safety provisions, or other transportation programs.
- Knowledge is applied in developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and automation of work processes, staffing patterns, procedures for administering program services, guidelines, and automation of work processes.
- Skill levels for the purpose of communicating clear instructions and interpretations.
- Skilled in Microsoft software and other software programs.
- Skilled in strong leadership and interpersonal skills.

Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Incumbent works in a well-lit, ventilated, office setting. Duties require sitting at a PC/computer most of the 8-hour tour of duty in an ergonomic appropriate environment while assisting customers. Incumbent works in the hospital and uses multiple computer systems as well as other electronic based programs. The incumbent may come in contact with angry and potentially violent customers. Position requires a high level of concentration and coordination.
