TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
BASIC REQUIREMENT: Must meet the Basic Requirement(s) outlined in the Education section below.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:- Served as a technical authority in the development of program operating procedures, developing sound animal health protocols and prioritizing and troubleshooting problems. Coordinated technical meetings and other activities on animal health related issues.
- Organizing scientific materials for promulgating or amending existing policies, preparing reports and recommendations, and compiling written materials such as memo and briefing materials for management.
- Communicating information in a variety of situations. Defending decisions while establishing and maintaining working relationships with stakeholder and foreign trade partners.
- Developing and evaluating performance of subordinates, identifying developmental and training needs, and continually improving the quality of work carried out by staff.
- Promoting of staff participation/collaboration for continual improvements in methods, approaches and efficiencies. Facilitating group communication processes, supporting team-based working environment, and problem resolution skills.
Note: There is no education substitution for this grade level.
