Summary

The Supply Management Specialist is responsible for performing a wide range of supply functions , from initial planning, including requirements analysis and determination, through acquisition, cataloging, storage, distribution, utilization, to ultimate issue for consumption or disposal. The work requires knowledge of one or more elements or parts of a supply system, supply methods, policies, and procedures.

Duties

  • The duties may include, but are not limited to:
  • Responsible for the purchase procedures and regulations for Federal and State open market, Federal supply Schedule and State automated and non-automated contract purchases.
  • Visually and physically examines warehouse storage and materials handling techniques for effective and efficient receiving, shipping, and storage operations of items.
  • Communicates orally or in writing with Contractors, higher headquarters personnel and civilian vendors when ordering supplies and equipment.
  • Performs as the purchasing agent and works with vendors to determine specifications and contract compliance.
  • Evaluates offers received in response to proposals, makes recommendations and performs cost analysis on contractor's proposals.
  • Researches supply catalogs and works closely with clients and/or vendors in preparing specifications for technical equipment or equipment components.
  • Assess and interprets Federal, State, and local instructions, regulations and policies.
  • Reviews stock items status to determine quantity required to maintain proper supply support to VS Area Offices.
  • Provides supervisor with management data required for internal presentations and briefings.

  • Work may be performed indoors and outdoors. Occasional use of a respirator is necessary when handling hazardous material(s).

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Reviewing and developing methods to improve supply program procedures and policies.
  • Experience analyzing and using cost comparison techniques to procure items.
  • Researching, interpreting, relaying, and applying Federal laws, regulations, policies, and procedures related to federal regulations to manage property acquisitions and disposal procedures.
  • Skilled in using warehouse storage and materials handling techniques.
Equivalent combinations of education and experience are qualifying for this grade level.

  • This education must have been successfully completed and obtained from an accredited school, college, or university
COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.
