Supply Management Specialist

• Duties listed are at the full performance GS-11 level.
• Serves as an assistant manager and performs supervisory duties 20% or less of the time.
• Responsible for the day-to-day coordination of activities of the National Interagency Support Cache (NISC).
• Assists in the development and implementation of the Cache Management and Inventory Management Plans supporting the NISC while providing for the integration of fire management needs at the geographical level to insure mission accomplishments.
• Provides support to functional areas, such as supplies, storage and distribution, supply systems development, hazardous materials, small engine repair and Special Emphasis programs (National Symbols program, Publications and Medical).
• Manages the operational implementation of the cache redistribution program, identifying items available, organizing distribution, and shipping.
• Participates in the development of project work plans and evaluates resource requirements (personnel, budget and material).
• Plans, writes specification, and procures large acquisition for the cache, including equipment to support operations, and large equipment and supply procurements that are stocked for dispersement by the cache.
• Implements operational procedures, decisions, policies, and practices set forth by management to meet supply needs, incident support, transportation, and emergency workforce needs.

Qualifications

Specialized Experience Requirement:

GS-09: Applicants must have one (1) year of specialized experience equivalent to at least the GS-07 level in the Federal service. Specialized experience is defined as three or more of the following: Assisting in the coordination of emergency situations and establishing levels of personnel and equipment needed to meet the support needs of an incident; and/or Implementing restocking supply levels to meet supply demands; and/or Preparing initial records of work completed, materials used, and costs involved with established fire cache management and inventory plans; and/or Participating in implementing security and accountability measures for all supplies and equipment; and/or Implementing the operational application, utilization, and information integrity of an automated inventory system.

OR

A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).

GS-11: Applicants must have one (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service. Specialized experience is defined as three or more of the following: Coordinating emergency situations and establishing levels of personnel and equipment needed to meet the support needs of an incident; and/or Managing activities for the procurement, storage, refurbishment, and shipment of equipment and supplies in support of fire suppression and emergency activities; and/or Assisting with the development and maintenance of cache management plans and incident support policies, guidelines and standards; and/or Maintaining an inventory system for cache equipment and supplies to accomplish logistical support; and/or Preparing reports on cache management and fire loss information for all incidents.

OR

A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
