Summary

This National Guard position is for a Support Services Supervisor (TITLE 32), Position Description Number D1592P01 and is part of the G1 located in Draper, UT with the Utah Army National Guard.

The selecting supervisor is LTC Penny McCarthy.

IAW UTNGR 690-12 dated AUG 2022 and LIUNA-UTARNG CBA dated 11 OCT 2022, Priority will be given to all current, onboard employees of the UTARNG.

This is a Title 32 excepted position. This job announcement may be used to fill additional vacancies for additional positions vacated during the job bid process. Duties

MAJOR DUTIES: This is NOT an all-inclusive list.

  • Plans, programs, directs and coordinates the administrative functions of the state National Guard (NG).
  • Provides overall technical and administrative direction to administrative support activities, including mail management/distribution, records management, reprographics, privacy and freedom of information acts, printing services management, publications management and supply, micrographics, administrative budget, military correspondence, forms management and field printing.
  • Coordinates all administrative functions within the operating components of the state to provide the most effective support; forecasts problems and needs, identifies required resources to include budget, and develops staff facilities and procedures to carry out the resulting program; provides leadership in negotiating with operating personnel and in securing acceptance of proposed programs.
  • Manages and uses funds allocated for operation of the branch, including stockroom, property maintenance, and other reimbursable accounts.
  • Assesses effectiveness of programs within the broad National Guard Bureau (NGB)/state framework, recommends such adjustments in organization structure or policies and procedures as required to accommodate existing or changing circumstances.
  • Plans and assigns work to be accomplished within the branch.
  • Makes assignments based on priorities, difficulty and the capabilities of individual employees.
  • Conducts employment interviews and recommends employees for appointment, promotion or reassignment.
  • Monitors and evaluates employee performance.
  • Hears complaints and grievances from employees; resolves those which can be informally resolved or makes recommendations for resolution to appropriate official.
  • Approves and/or disapproves leave requests.
  • Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Women's Program, Physically Handicapped, Labor-Management Relations, and other similar special emphasis programs.
  • Conducts studies and surveys, analyzes data in order to recommend the selection and utilization of the most efficient equipment and supplies associated with records management activities.
  • Develops and directs a statewide records management program.
  • Establishes policies and procedures to ensure compliance with effective records management practices.
  • Responsible for planning, controlling, directing, organizing and training activities with respect to records creation, maintenance, use, and disposition.
  • Conducts periodic surveys, analyzes data and reviews operating procedures to evaluate the effectiveness of the records management program.
  • Exercises supervision over the establishment and operation of a Records Holding Area (RHA).
  • Serves as Printing Officer and is responsible for managing the state's Federal Printing Program, providing printing services in support of the National Guard state headquarters and subordinate units. Is technically and administratively responsible for the printing, duplicating, and copier programs within the State.
  • Analyzes copier equipment capabilities throughout the state against production requirements and makes recommendations for upgrades or downgrades of individual equipment or possible consolidation of individually placed equipment into copy centers.
  • Develops and implements policies and procedures necessary for the effective administration of the Freedom of Information/Privacy Act (FOIA/PA) Program.
  • Responsible for maintaining a register of incoming FOIA/PA requests and ensuring that a response is furnished within the time limitations specified in these Acts.
  • Coordinates FOIA/PA requests with the state Judge Advocate General (JAG) for a legal determination regarding releasable information.
  • Administers the statewide military correspondence management program.
  • Develops policies and procedures to monitor, evaluate and improve the quality of typed copy.
  • Provides guidance and direction to units and activities to reduce the cost and standardize the preparation and distribution of correspondence.
  • Develops, coordinates and conducts statewide training programs in the agency record keeping systems used by serviced organizations.
  • Performs other duties as assigned.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Minimum Requirements:
Experience, education or training in administrative, professional, technical, or other work that provided knowledge of support services. Knowledge of administrative methods and procedures used in planning, organizing work, and skill in dealing with others in person-to-person work relationships. Experience using computer and automation systems.

Specialized Experience:
Must have at least 1 year specialized experience in dealing with management principles and supervisory responsibility for support service functions required by type of position to be filled and the organization involved. Experience planning and directing a variety of clerical operations. Experience using methods and procedural steps, and working under general instructions to meet the objectives of support services programs.

Have a 2 years or a master's or equivalent graduate degree with a major study in on of the following: public administration, business administration, industrial engineering, industrial management, or other administrative or management fields.
