Summary

This position is for a Supv Plans Training Mob and Security Mgr (TITLE 32), PD D2913000 and is part of Utah Training Site, located in Bluffdale, UT, with the Utah Army National Guard.

IAW UTNGR 690-12 dated AUG 2022 and LIUNA-UTARNG CBA dated 11 OCT 2022, Priority will be given to all current, onboard employees of the UTARNG.

Duties

Major Duties: This is not an all-inclusive list

As a Supv Plans Training Mob and Security Mgr (TITLE 32), GS-0301-12, you will:

  • Exercises supervisory personnel management responsibilities.
  • Directs, coordinates, and oversees work through subordinate supervisors to include (but not limited to): Range Management Authority (RMA), Airfield Manager, Operations and Training Manager, Training Support Officer, Director of Public Safety, Emergency Services Manager, as applicable.
  • In the absence of a subordinate supervisor, the incumbent assumes responsibility for oversight of that function.
  • Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
  • Reviews selection of candidates for subordinate non-supervisory positions and selects subordinate supervisors taking into consideration skills and qualifications, and mission requirements.
  • Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors.
  • Directs assigned Management Decision Packages (MDEPs) managers to develop State and Federal financial budgets through the Sustainable Range Program (SRP) to include Range and Training Land Program (RTLP), Integrated Training Area Management Program (ITAM) and Training Support Center (TSC).
  • Serves as an Activity Manager for the MDEPs.
  • Oversees the development and updating of the training center Five-Year Range Complex Master Plan (RCMP)/Range Development Plan in coordination with other directorates to codify the Five-Year Program Objective Memorandum(POM) cycle.
  • Coordinates all installation administrative and logistical support necessary to provide using units, tenants, and Federal, State, and local agencies with installation facilities, subsistence, security, and training requirements.
  • Serves as advisor on all matters pertaining to the use of training center range facilities and is responsible for conduct and safe firing of live ordnance, demolitions, ground and aerial maneuver and aerial delivery operations, airspace management, and airfield (if applicable).
  • Responsible for the planning and overall management of multi domain training consisting of maneuver, live fire, synthetic, cyber, and electronic warfare training events.
  • Provides oversight of the GTC safety program including ground, live fire, airborne, aviation, and explosive safety functions by training and certifying unit/organizational training plans and associated surface danger zones (SDZ).
  • Oversees site surveys for using units/organizations and determines all support requirements necessary to support training.
  • Responsible for the timing, coordination, and safety of combined arms firing exercises which involves armed aircraft, maneuvering, mounted and dismounted types of indirect and direct fire.
  • Remains cognizant of all mobilization issues and apprises commander and staff of changes to policies or procedures impacting the installation.
  • Prepares plans for accomplishing the garrison mobilization mission.
  • Maintains working knowledge of mobilization policies and regulations.
  • Coordinates with other Department of Defense agencies and may provide direct support for mobilization.
  • Ensures that all training is conducted simultaneously, without conflicts, incidents, or mishaps.
  • Supports commanders and staff officers from active and reserve military units, as well as nonmilitary organizations, in tactical training requirements within the training center.
  • Manages a maneuver complex and multiple live-fire range capabilities at the GTC to conduct collective and joint training exercises.
  • Acts as the representative for the installation provost marshal, emergency services, and intelligence staff.
  • Serves as the manager for the garrison physical security and antiterrorism programs.
  • Develops and executes all contingency plans necessary for rapid reaction to domestic emergencies, acts of terrorism, and natural disasters associated with earthquakes and weather phenomena.
  • Performs other duties as assigned.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.   • This is an Army National Guard dual status technician position which requires military membership.

Qualifications

Minimum Requirements:
Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

Specialized Experience GS11:
At least 1 year specialized experience equivalent to at least the GS-0301-11. (Must submit SF 50 to validate response)
OR
Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
AND
Must have experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
