Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Direct Support Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: You will serve as TELECOM SPECIALIST (CAPABILITY DEVELOPMENT & INTEGRATION within the FUTURES AND CONCEPT CENTER CYBER CDID, ARMY CAPABILITY MANAGER FOR TACTICAL RADIOS (ACM-TR) at Fort Eisenhower, Georgia.

This position is covered by a Laboratory Personnel Demonstration Project.

Duties

  • Review National, Department of Defense (DOD), Joint Service, Army and Unified action partner documents for implications to organizational communication capabilities.
  • Provide technical knowledge on Army cyberspace, Signal, Electronic Warfare and information related doctrine, organizations, training, materiel, leader development and personnel across Army Warfighting functions.
  • Perform analytical work to determine doctrinal, organizational, training, materiel, leader development and education, personnel, facilities and policy (DOTMLPF-P) solutions to meet capability requirements.
  • Identify and analyze significant internal program and policy issues.
  • Establish short and long-range work plans; prioritize goals and objectives.
  • Advise higher level officials on staffing, budgetary, policy and regulatory matters affecting assigned programs.
  • Develop life cycle system documentation to translate approved communications requirements into funded programs/projects.

  • Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience at the DE 02 pay band or equivalent GS 11 grade level in federal service performing the following duties:(1) Researching concepts, doctrine, organizational materiel requirements and/or test support packages for telecommunications projects; (2) defining architectural, materiel, and/or operational issues for telecommunications projects; and (3) advising developmental aspects of telecommunications operational programs.

This definition of specialized experience is typical of work performed at the next lower pay band/grade/level position in the federal service (DE 02/GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Ft Eisenhower location offers close proximity to a metropolitan area and is an easy drive from Atlanta, Savannah, the beaches along the Atlantic Ocean and the mountains.
