Summary

You will serve as a TELECOMMUNICATIONS SPECIALIST in the Maintenance Division of NCTAMS LANT DET GUANTANAMO BAY,

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Duties

  • You will be responsible for execution of the industrial programs to include preventive maintenance, grounding, 3M, calibration of equipment and management of the conversion of infrastructure drawings.
  • You will participate in all construction, installation, maintenance and repair services of land, underwater, wire and microwave communication lines on the base.
  • You will plan, recommend priorities and organize the work for execution.
  • You will determine connectivity requirements to establish the routing, switching, and media pathways for new service and troubleshooting existing pathways.
  • You will perform technical inspections for projects during construction and operational testing.
  • You will conduct in-service engineering, planning, and design for engineering changes, improvements, modernizations, rehabilitations, or implementation of operational integration projects
  • You will supply technical information and design guidance to others on telecommunications systems, supporting facility requirements, operational capabilities, protocols, and security.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience at or equivalent to the (GS-09) that may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:1) Assisting in data communications, planning, and network switching regarding telecommunications requirements; 2) Performing technical authority in assignments requiring the application of theories, concepts, and developments for communication services; and 3) Overseeing the operation of communication systems, such as hardware/software architecture, cable design, telephone, fiber optics, copper cabling, integrated systems, and switching systems, to support the movement of information.

CONDITIONS OF EMPLOYMENT CONTINUED:
This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework 411 work role of Technical Support Specialist, proficiency level Intermediate and, as a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies.

Education

Applicants that do not meet the specialized experience as described above may qualify with the following education:
Successfully completed a Ph.D. or equivalent doctoral degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
OR
Successfully completed an LL.M. degree that is related to the position being filled.
OR
A combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
