Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISAOC/INFRASTRUCTURE DIRECTORATE.

Duties

  • Proven experience in leading acquisition efforts, particularly in implementation, logistics, and maintenance contracts.
  • Experience overseeing large-scale IDIQ contracts with knowledge in compliance standards and regulatory requirements, ensuring all contracts meet or exceed required benchmarks
  • Proficiency in managing contract modifications and adapting to scope changes while maintaining contract integrity, including identifying potential risks within contract scope and implementing risk mitigation strategies.
  • Strong understanding of payment processing protocols, invoicing, and budget management; must ensure timely and accurate financial transactions related to contract obligations.
  • Proven skills in addressing and resolving contractual disputes professionally and effectively while fostering and maintaining positive relationships with contractors and stakeholders, enhancing collaboration and communication.
  • Demonstrated experience in effectively executing contract closeout procedures, ensuring all legal and administrative steps are completed at contract conclusion.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements: Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology

AND

Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: experience planning, organizing and directing project teams in order to accomplish studies, analyses and evaluations of plans, programs, projects, network policies and procedures.

Education

  • This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.

  • This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
  • A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
  • Telework availability will be based upon the mission requirements and supervisory determination
