This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA - WHITE HOUSE COMMUNICATIONS AGENCY.

Duties
- Provides supervision to and through subordinate staff and supervisors to military, civilian, and contract staff.
- Provides daily oversight of all functions related to supporting the EOP, OVP, NSC, USSS, and WHMO and their staffs, including direct telecommunications support to the President, Vice President and First Lady.
- Formulate policy/procedures, operational mission planning and execution, frequency management, logistics support of deployments, and financial/budgetary planning for travel and emergency actions mission support and associated required training.
- Serves as staff advisor/authority on Presidential telecommunications, and operational matters.
- Provides Operational direction developing strategy, deadlines, priorities, risk assessment and objectives to support Emergency Action initiatives and classified projects.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
- Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
- The incumbent is subject to drug testing upon entry into this position and on a random basis thereafter.
- If incumbent's access to classified information has been suspended by DISA Security, the employee will not have access to Agency facilities and computer systems.
- Incumbent performs duties of the Deputy Senior Director and/or Senior Director of the White House Situation Room is on temporary duty and/or leave or when they are transitioning. (Approx 35% of the time.)
- When the employee's access to classified information has been suspended by DISA Security, the employee is unable to perform the duties of their positions, even in telework status.
- As an EMERGENCY ESSENTIONAL position, in the event of a crisis or exercise situation, the incumbent must continue to perform EE duties until relieved by proper authority.
- This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to functions effectively.
- The incumbent will be required to take part in readiness exercises or contingencies. This meets the criteria of an EE position and requires that the incumbent be removed from any military recall status.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Basic Requirements:
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Qualifying Experience:
To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: exercising managerial planning and engineering of telecommunications operations such as resource allocations, audio-visual services, risk assessment, or program objectives to support emergency action initiatives and sensitive projects.

You may be required, as a condition of employment, to take the series of anthrax vaccine immunizations to include annual boosters.
