Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Broad knowledge of communications concepts, principles, and practices to accomplish work processes through the use of telecommunications devices, methods, services, and facilities. Examples of qualifying experience include, preparing projects to modernize telecommunications systems; correcting identified deficiencies; reviewing and evaluating telecommunications systems operations; and planning and implementing telecommunications
installation procedures.

Education
To qualify via education:
Successful completion of a Ph.D. or equivalent doctoral degree with a Major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled
