The primary purpose of this position is to serve as command level Nuclear Command and Control Communications Specialist for critical communication networks. The incumbent plans, organizes, and supports projects involving high-level policy and program impacts, and monitors communication programs and/or systems.

Duties

  • Serves as a technical expert in the field of Nuclear Command, Control and Communications (NC3) programs.
  • Serves as a specialist for telecommunications and special projects.
  • Leads and participates in discussions, meetings, committees or special projects; presents briefings and prepares recommendations and reports.
  • Represents at multiple levels to include Air Force and MAJCOM with a variety of command level, installation and functional area organizations.
  • Prepares budgets, technical reports, staff studies, briefings and command positions.

  • Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance.
  • This position requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs to fully perform the duties of the position.
  • A non-disclosure agreement must be signed.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems, which includes use of a wide range of Nuclear Command and Control Communications (NC3) and telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of NC3 telecommunications equipment, NC3 systems, services and transmission media to evaluate devices, proposals, and approaches.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of NC3 and telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of telecommunications equipment, systems, services and transmission media to evaluate devices, proposals and approaches.

2. Knowledge of basic electronics theory and operating principles, and the application of existing and planned technology for communications requirements, equipment interoperability and compatibility.

3. Knowledge of associated methods and techniques such as lifecycle planning, sustainment, resource management, cost analyses, and budgets.

4. Ability to research patterns to develop new methods, criteria, or proposed new NC3 and telecommunications policies and procedures.

5. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.

6. Ability to analyze a variety of unusual telecommunications conditions, problems, questions, or conditions associated with formulating projects or studies to substantially alter major telecommunications systems and NC3 systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A bachelor's degree is highly desired but equivalent years of experience may be deemed acceptable.

A minimum of five years' experience with NC3 Communications Systems is desirable.

Employee must possess knowledge and familiarity with the Bomber, Tanker, Airborne Command Posts, Senior Leader and/or ICBM mission areas/systems.
