Duties

***THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP***

This position is located in Joint Forces Headquarters (JFHQ), Deputy Chief of Staff for Logistics (DCSLOG) G4. The primary purpose of this position is to serve as a full deputy to the Logistics Management Officer, G-4 (PDCN: D0975P01). As the deputy, serves as the alter ego to the Logistics Management Officer, G-4, fully sharing with the Logistics Management Officer the direction of all phases of the organization's program which includes serving as Deputy to the DCSLOG/G4 and principle advisor to The Adjutant General (TAG), the JFHQ senior staff and the National Guard Bureau (NGB) Army Directorate on all matters of logistics functions within the JFHQ, less aviation support activities and those functions which fall under the purview of the USPFO. Develops policies, prepares budgets, and prioritizes logistics requirements to meet mission goals and objectives. Serves as member of the state's Program Budget Activity Committee (PBAC), maximizing readiness through analysis of requirements and assessment of impacts in adjusting allocation of federal funds between accounts. The DCSLOG/G4 plans, programs, coordinates and directs the activities of logistics functions that include supply, services, maintenance and transportation. Ensures resource requirements are identified, documented and defended both within the State and to the national level in response to requirements established by the Chief, Army Logistics Division of the NGB Army Directorate. As a senior logistics manager within the State, operates in both a line and staff relationship both within the JFHQ and with a broad spectrum of logistics operations statewide.

The DCSLOG/G4 manages a large wage grade work force located in maintenance shops throughout the state. Plans for adequate supply and maintenance facilities and coordinates with the Facilities Manager concerning maintenance and refurbishment of the facilities.

Coordinates and directs the State's logistical support mission and administers the Command Supply Discipline Program (CSDP). Efforts include but are not limited to supply, services, property accountability, inventory management, equipment management (equipment authorization, acquisition, utilization, maintenance, replacement and disposition) and transportation which includes Defense Movement Coordination (DMC) mission; TC AIMS, MOBCON and related movement actions.

Oversees and monitors planning and implementation of comprehensive logistics programs for sustainment of highly complex, fielded, or planned fielding of new systems, integrating separate functions into logistics activities needed to sustain fielding. Coordinates fielding schedules in order to identify logistics requirements.

Responsible for logistical mobilization and readiness planning. Oversees the development of logistical support plans for deployment and redeployment of assigned units.

Administers a maintenance program that involves a variety of facilities with varying levels and complexity of support capability to include, Maneuver and Training Equipment Sites (MATES), Combined Support Maintenance Shops (CSMS), Unit Training Equipment Sites (UTES) and Field Maintenance Shops FMS). Maintains oversight of the development and execution of the Maintenance Strategy Action Plan.

Supervises directorate through subordinate supervisors. Plans and schedules work to be accomplished. Assigns special projects to subordinate supervisors.

SPECIALIZED EXPERIENCE:

experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions.
