Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a TITLE 5 IT SPECIALIST (INFOSEC) (MI 110th CS), Position Description Number NGT58212P1 and is part of the MI 110 Airlift Wing, National Guard.

Duties

***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION***

This position is located in the Information Systems Function Branch, Communications Division Flight, Mission Support Directorate Group, of an ANG Aviation Wing Flying Activity. Primary Duties are to serve as the Base Information Assurance Manager and focal point for Information Warfare and all telecommunications and information technology security related functions at Flying Wing, Tenants and geographically separated units if assigned. This position establishes base policy, manages, operates, and maintains the Computer Security (COMPUSES), Certification and Accreditation program, Emissions Security (EMSEC), Security Awareness Training and Education (SATE) Information Assurance Awareness Program, Malicious Logic Program, FORTEZZA Operational Security Program, Information Condition (INFOCON), Base Network Security program, and Public Key Infrastructure (PKI) and the Multilevel Security (MLS) systems. Serves as the Base Communications Security (COMSEC) Manager to include Secure Voice Communications Device program management and managers the Air Force Electronic Key Management System (AFEKMS), in units where a COMSEC account is assigned.

This position performs duties necessary to accomplish information security functions in support of programs essential to state Air National Guard daily operations, training, and readiness missions.

1. Manages the COMSEC account for the Wing/Base and subordinate units. Ensures that the COMSEC Responsible Officer's (CRO's), Secure Telephone Unit (STUIII) Voice Responsible Officer's (SRO's) (SVRO's), and FORTEZZA Responsible Officers (FRO's), comply with Air Force , National Guard, state, Federal laws and applicable regulations.

2. Serves as the Base Computer Security (COMPUSEC) Manager. Establishes and publishes base wide policy, as required, to effectively manage the Wing/Base COMPUSEC programs. Serves as Wing/Base Information Systems Security Manager (ISSM). Assists all Wing/Base organizations in the development of all certification and accreditation packages in accordance with prescribing directives.

3. Manages, develops, and conducts the base computer Security Awareness Training and Education Information Assurance Awareness Program. Maintain master records SATE Information Assurance Awareness training for the Wing and supported GSU's, providing statistical data to command authorities as required.

4. Serves as the central focal point for all Time Compliance Network Orders (TCNO) system vulnerability alerts. Ensures Network Control Center, local functional system administrators (FSA's), Client Support Administrators (CSA's) and users, install all security patches comply with security procedures, and identified vulnerabilities are corrected.

5. Coordinates with higher headquarters (HHQ) elements, Program Management Offices, Specific System/Hardware Support Elements, original equipment manufacturer (OEM) vendors and vendor contracted support facilities for issue resolution. Research includes using various means and media to obtain needed information to accomplish the task.

SPECIALIZED EXPERIENCE:

Experiences as a Defense Personnel Cyberspace Operations CPT-ICS Team Member and performed cyberspace operations that protected and defended (or assessed the capability to protect and defend) information and information systems by ensuring their availability, authentication, confidentiality, integrity and non-repudiation. Experienced in mission assurance of information systems by incorporating protection, detection, and reaction capabilities. Competent in conducting risk and vulnerability assessments of DoD information systems to identify associated vulnerabilities, risks and protection needs. Experiences included working with in-garrison and deployed cyberspace weapon systems. Competent in configuring and monitoring hardware and software for systems operation, processing and control of data flow, and client-server multi-user system support, including network management or administration. Experiences must include two or more of the following business tasks: Evaluating and assessing vulnerabilities of customer network and application server hardware, operating systems, and peripheral network equipment, such as routers, bridges, switches, attached cabling system, network interface cards, modems, multiplexers, and concentrators. Experienced in searching and illuminating advanced persistent threats in DOD Cyber systems and protects priority DOD missions for a specified duration. Skilled in performing analysis and design of automated and manual systems related to the network. Identified and provided data for intrusion detection analysis. Experienced in replicating tactics, techniques, and procedures of specific cyber threats as appropriate to evaluate cyber defenses and prepare DOD defensive cyber operations; and assessed postures and processes from an outside perspective. Conducted cyber key terrain analysis and mission-oriented mapping that identified cyber dependencies in mission owner network. Skilled in developing courses-of-action for risk mitigation and mission defense into written plans that integrated team capabilities. Experiences included work accomplished to prepare and coordinate operators, resources, facilities and equipment schedules, in coordination with unit and flight commanders, in order to ensure training, currency, and mission timelines and objectives were met. Experiences may include the assessment and evaluation of mission vulnerabilities and/or adversary activity in ICS enclaves. Experienced in detecting, characterizing, and resolving insecurities in ICS networks. Experienced in conducting reviews and analyzing ICS network traffic, configurations, and operating procedures and provided methods to improve system security posture. Experienced in the Air Force currency and additional national-level requirements to execute US Cyber Command's Defend-the-Nation priority. Skilled in presenting formal and informal briefing and written reports in regard to the Cyber program mission readiness. Competent in preparing Unit Training Assembly, Annual Training and currency training events for Mission Ready Cyberspace Operators to optimize training times. Knowledgeable on unit military members' go-or-no-go readiness status and skilled to recognize deficiencies. Experiences included providing opportunities for assigned members to maintain full mission readiness. Experienced in coordinating with the unit's maintenance section to ensure all assigned equipment is in good working condition and ready for each training and mission event. Competent in consulting with Wing supervisors, Drill Status Guardsmen, specialists, vendors, and sister Cyberspace Operations Units that resulted in procuring and maintaining the range devices and software that provided realistic mission networks training in order to prepare for Cyber Protection and Industrial Control System defense missions.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

GS-11 (or equivalent): Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
