Duties

***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION***

This position is located at the Joint Force Headquarters-State (JFHQ-ST), Office of The Adjutant General (TAG) in a Non-IRC Funded position. The Supervisory Principal Sexual Assault Response Coordinator (SARC) serves as the primary advisor for directing and coordinating Sexual Assault Prevention and Response (SAPR) activities at the state level. The Supervisory Principal SARC is supervised by The Adjutant General (TAG), or 1st GO at JFHQ with the Higher-Level Reviewer being TAG. Program and case management functions are evaluated by the SAPR Program Specialist at National Guard Bureau. This position has direct and unimpeded access to TAG and all other National Guard Commanders in the state, to include the immediate Commander of both the victim and the accused. This position directly supervises and evaluates activities carried out by the SARCs and SAPR Victim Advocates (VAs). No personnel, civilian or military, can perform the function of this role unless delegated. This position may perform case management functions to support a temporary surge or vacancy, in coordination with the SAPR Program Specialist.

1. Program Administration
Execute Department of Defense (DoD) and Service level sexual assault policy at the state level and serve as the principal advisor to state leadership advising on all SAPR-related matters and implementation of SAPR strategy.

Manage and oversee planning, implementation, and evaluation of all SAPR activities at the state level; adapt SAPR activities according to state risk and protective factors; and set strategic goals to align to organizational level policy and SAPR mission.??

2. Supervisory Duties
Supervise all National Guard SARCs and SAPR VAs within the state. This includes making a full range of independent personnel decisions, assigning tasks, setting performance expectations, and evaluating/rating personnel performance.?SARCs serve as team leads for SAPR VA teams.

Task SARCs and SAPR VAs with SAPR duties, provide technical expertise and oversight, and collaborate with rating official on performance feedback. ?

  • Within 60 days of appointment the employee must have a favorable completion and award of a Tier 3 background investigation and continuously maintain as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional.
  • Incumbents in these positions are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
  • Within 6 months of appointment, must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate. An active D-SAACP certification must be maintained for this position.
  • must maintain an active D-SAACP certification. If D-SAACP certification expires, is suspended or is revoked, the individual is not authorized to serve in any SAPR position or perform SAPR duties until D-SAACP certification is reinstated.
  • Must maintain up-to-date commander appointment orders prior to having any victim contact or access to victim information.
  • Must be able to work other than normal duty hours, to include evenings, weekends, and holidays, on-call or rotational basis. The on-call or rotational status hours could vary, may be required to be available 24/7, for calls via the helpline.
  • This position may require temporary duty (TDY) business travel up to 25% of the time. May require travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
  • This is an Essential Personnel position and may be subject to a maximum of 14 days of duty per year in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a year.

SPECIALIZED EXPERIENCE:
Months Required: 12 Months
specialized experience equivalent to at least the next lower grade level.

GS-12 and above: Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

Education

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

or

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
