Duties

***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION***

The primary purpose of this position is: manage and direct Air Traffic Control (ATC) tower and radar approach control (RAPCON) functions. The scope of which includes all manpower, organizations, management, and training activities; provides oversight for the appropriation and use of resources, financial issues, and equipment for ATC operations.

Plans and directs, on a multi-year basis, tasks to be performed by ATC personnel. Determines priorities, assigns tasks, and delegates responsibilities to the shift supervisors.

Develops and negotiates written agreements and other matters pertaining to facility operation with management members of FAA facilities, the local airport, and military units. Formulates noise abatement procedures and serves as community focal point concerning noise abatement proposals and procedures.

Ensures ATC services and ATC equipment are provided at optimum operational levels. Constructs and implements facility shift schedules.

Evaluates unusual requirements, formulates solutions, and directs development of instruments approach or departure procedures to accommodate local needs. Ensures Terminal Instrument Procedures (TERPS) are reviewed, directs obstacle evaluations regarding proposed construction, and makes recommendations to the FAA.

Ensures optimum staffing levels by anticipating increases in operational demands. Determines staffing requirements, temporary or otherwise, and directs acquisition measures.

Originates and implements facility training agenda, specifies evaluation standards, and ensures compliance with USAF/ANG regulations. Determines standards and evaluation criterion regarding individual employee performance.

Manages and directs facility budget preparation and submits budget to ANG/host base support function. Plans and programs ATC and ATCALS requirements and manages acquisition of equipment or upgrades to ATC facilities.

Conducts and directs aircraft accident reporting or ATC incident inquires. Ensures accurate accurate and timely reports to agencies or departments having oversight responsibility.

Serves as focal point for the use of the squadron's mobile tower and/or MPN-14k radar equipment to provide required ATC service. Initiates and composes operating agreements which will facilitate the use of the tactical equipment and ensures the operation will be in accordance with current USAF/ANG/DoD rules, regulations, and policy.

Coordinates with the FAA Airways Facility Sector Manager to ensure proper operation and continuity of service of FAA owned equipment at the facility. This function is responsible for maintenance of all electronic, electro-mechanical, mechanical, communication, weather, and radar equipment assigned these facilities. The proper operation of which is critical to flight safety.

  • Comprehensive knowledge of and experience in standard administrative and correspondence practices required to manage administrative functions such as; publications, technical orders, operating instructions, filing plans, etc. is required.
  • General knowledge of military; organization, including familiarity with ANG/USAF Major Command hierarchy and internal structure, operational methods, rank, customs, and protocol is needed.
  • Knowledge of and experience in community relations dealing with sensitive issues, working with the media under normal and emergency conditions, and supervising airshow/concentrated military exercises or similar public/military aviation events.
  • Comprehensive experience as a full performance level air traffic controller certified in both tower and radar facilities. Recent ATC facility management experience is mandatory.
  • Working knowledge in the development and maintenance of Terminal Instrument Approach Procedures (TERPS) and Airspace designs is desired.
  • Knowledge of sound management practice is needed.
  • Comprehensive experience in flying and commercial airport operations, supervising and managing a large staff in support of aviation operations, strategic and long-range planning, providing vision and guidance is highly desired.
  • Must possess current and valid FAA ATC Specialist Certificate/Control Tower Operator Certificate (CTO).
  • Incumbent must become and maintain facility rated/position certified in all facilities IAW applicable USAF/ANG directives.
  • Must be able to climb numerous flights of stairs plus an almost vertical stair segment to gain access to control tower operating quarters and work could require long periods of sitting and/or standing.
  • Irregular and overtime hours may be required to support operation contingencies.
  • Must be able to meet and maintain required medical standards for ATC duties IAW USAF Directives.
  • Position is designated non-critical sensitive IAW AFR 205-32. Access to SECRET information and materials required. SECRET security clearance required.

Qualifications

SPECIALIZED EXPERIENCE:

Experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.

For Terminal Positions: Issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement. This specialization also requires:

  • Ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure;
  • Skill to coordinate plans and actions with pilots and other controllers; and
  • Judgment to select and take the safest and most effective course of action from among several available choices.

Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
