MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-9 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-7 grade level in the Federal service or equivalent experience in the private sector that demonstrates:
1. Specialized experience must reflect all of the following: 1) Researching and reviewing a variety of trade information such as: economic data; provisions under existing trade legislation; administrative and other regulations related to trade policy;
AND 2) Extracting and summarizing and produces reports on pertinent trade policy, trade data, legal language, and negotiating text.
OR
2. A master's or equivalent graduate degree; OR 2 years of progressively higher-level graduate education; OR a Juris Doctor (J.D.) or Bachelor of Laws (LL.B or J.D) if related.
OR
3. A combination of graduate level education and specialized experience.
You may qualify at the GS-11 level, if you fulfill the following qualification requirements:
One year of specialized experience equivalent to the GS-9 grade level in the Federal service or equivalent experience in the private sector that demonstrates:
1. Specialized experience must reflect all of the following: 1) Researching and analyzing environment-specific trade information; extracting and summarizing pertinent legal language, negotiating text, economic and trade data;
AND 2) Utilizing of software, preparation of reports, briefing materials, charts, graphs, tables, etc., to assist in the development of negotiations or monitoring or enforcement actions on a variety of trade or environment issues;
AND 3) Participating in teams and meetings as a representative.
OR
2. A Ph.D. or equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree or a LL.M. if related.
OR
3. A combination of graduate level education and specialized experience.
A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify.
