Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number D2422000 and is part of the CO 140 LRS, National Guard.

The purpose of this position is to serve as a Distribution Traffic Management Specialist, which provides technical expertise, support and execution relating to the movement of equipment, supplies, and personnel for both peacetime and wartime.

Duties

Serves as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment. Ensures that traffic management and transportation services required to support the mission are accomplished. Inspects, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Procures domestic and international travel for both military and civilian passengers. Maintains all transportation related automated systems and databases to support the Traffic Management Programs for the State. Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA). Performs other related duties as assigned.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Selectee will be required to wear the military uniform.
  • Membership in the Colorado Air National Guard.
  • Must hold the grade of E-1 thru E-5.
  • Submit all required documentation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • For positions requiring the operation for motor vehicle, candidates must have a valid state driver's license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Qualifications

Military Grades: E-1 thru E-5


1. Specialized experience will be used to determine qualifications for the announced position.

2. An applicants RESUME must provide, in detail, how they meet each specialized experience listed below.

3. It must be documented with "from (mm/yy)" and "to (mm/yy)" dates and description of the specialized experience.

4. If education or a degree is required as part of the "Specialized Experience", you must include transcripts.

Must have at least 24 months of Specialized Experience in each of the following:
1. Experience interpreting regulations/requirements and developing local policies to implement changes effectively.

2. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures.

3. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges.

4. Experience which involved negotiations with carriers on individual shipments or traffic movement.

Education

Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
Education -Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

10. Per ARNG-HRH Policy Memorandum #10-39, mandatory Full Time Staff (FTS) training is required within a year of hire as a condition of employment in vacancy announcements for both Technician and Active Guard Reserve positions. Failure of new FTS personnel to complete NGB prescribed courses at PEC within the first year of employment may be cause for reassignment to other full time positions or termination of their employment.
11. Current COANG Technicians and AGRs hired for a position in which an MCR is required will remain in their current status unless/until the MCR is approved. In the event the MCR is not approved, they are accepting the position in their current status.
