General Experience: Possess experience in developing policies and administering the management of traffic programs, plans and directs traffic operations within the program and performs necessary technical work involved in obtaining economical and efficient transportation of equipment, supplies, and personnel in support of these operations.
TRAFFIC MANAGEMENT SPECIALIST, GS-2130-07 (Trainee): Must have at least one year of specialized experience, equivalent to at least the GS-05 level, in: managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities; experience conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance; experience making presentations on traffic matters before Federal, State, or local regulatory bodies; experience performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services; experience negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities; experience providing advisory service involving commodity analysis from the transportation standpoint.
TRAFFIC MANAGEMENT SPECIALIST-GS-2130-09: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, in: the movement of freight or passengers and determining transportation and operating costs; Experience participating in the direction and coordination of traffic management functions; Experience interpreting and providing routine advice on carrier tariffs and related routing guides; Interpreting regulations/requirements and developing local policies to implement changes effectively; Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures; Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges; Experience which involved negotiations with carriers on individual shipments or traffic movement; Experience in making effective presentations both orally and in writing.
TRAINEE POSITION: Applicants not meeting full qualifications for the GS-09 position indicated above may be considered for GS-07 trainee, if qualified. Statement-of-Difference of qualification requirements for each are indicated. If appointed as trainee, the selectee may be non-competitively promoted to GS-09 upon meeting full qualifications and recommendations of supervisor.
