Duties
JOB SUMMARY: The purpose of this position is to serve as a Distribution Traffic Management Specialist, which provides technical expertise, support and execution relating to the movement of equipment, supplies, and personnel for both peacetime and wartime. Manages, directs, develops, plans, and analyzes Deployment and Distribution programs.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard.
The major duties include, but are not limited to:
- Serves as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment.
- Ensures that traffic management and transportation services required to support the mission are accomplished.
- Inspects, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments.
- Procures domestic and international travel for both military and civilian passengers.
- Maintains all transportation related automated systems and databases to support the Traffic Management Programs for the State.

Qualifications
GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following:
- Experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively.
- Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures.
- Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges.
- Experience which involved negotiations with carriers on individual shipments or traffic movement.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of industry practices and procedures and the established regulations, requirements, and techniques related to a transportation functional program.
- Knowledge to perform independent work involving specified segments of large projects or well-defined projects of lesser scope that require the application of standardized traffic management methods and procedures.
- Skill in analyzing and interpreting technical transportation requirements and guidelines to perform a variety of assignments for which there are general precedents.
- Knowledge of transportation regulations to analyze and resolve problems of a procedural or factual nature, e.g., determining mode and carrier according to priority assigned shipments or consolidating shipments to achieve economies in the packing and movement of material and the movement of passengers.
- Knowledge of a wide range of traffic management policies, principles, and practices or in-depth knowledge of a specialized function or support service of traffic management.
- Skill in applying this knowledge to plan and accomplish a variety of complex work assignments and/or to identify, analyze, and resolve transportation issues or problems.
- Knowledge of the operations, practices, and policies of the organization's functional or program activities, such as military deployments, official travel, production, or supply is used to develop, integrate, and coordinate transportation plans and programs.
- Knowledge of bureau and state policies and procedures to plan and develop transportation systems or services to satisfy user requirements.
- Knowledge which may include but is not limited to the following: selecting commercial carriers not only through SDDC, but also through local solicitation for outbound freight; resolving issues of lost, damaged, and astray freight on inbound freight; reviewing and/or assisting members in filing paperwork for reimbursement on Permanent Change of Station (PCS) moves; resolving any individual employee travel arrangement discrepancies, both military and civilian, as a result of dealing with the Contracted Travel Agent; making group travel arrangements either by utilizing the Contracted Travel Agent, chartering commercial services, coordinating with other ANG entities or providing point of contact information for space available flights through AMC; and reconciliation and accounting for the funds spent on the movement of both the freight and passenger programs.
- Knowledge of transportation requirements for all the areas serviced and develops and monitors a program that meets their transportation needs.
COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
CONDITION OF EMPLOYMENT: You will be required to serve a 2-year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:
- your performance and conduct;
- the needs and interests of the agency;
- whether your continued employment would advance organizational goals of the agency or the Government; and
- whether your continued employment would advance the efficiency of the Federal service.
Upon completion of your trial periodyour employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Additional information
Primary Change of Station (PCS) relocation expenses will NOT be paid.

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
