Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a Training Administrator, Position Description Number D0924000 and is part of the Headquarters 124th Regiment (RTI) of the Vermont Army National Guard.

The purpose of this position is to plan, develop, administer, and manage the various TASS training programs conducted within the Regiment/Regional Training Institute (RTI) with 10 to 30 creditable courses.

Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite). Area II: All Members of the Vermont Army National Guard. Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard.

Duties

Responsible for developing TASS Regional policy supplements, local operating procedures and directives, ensuring that established admission standards, academic standards and leadership standards are adhered to. This position acts as the chief integrator for quality assurance in the combat arms and leadership training within the TASS region.

In addition to the TASS CATR or LTR responsibilities, incumbent has TASS RTI responsibilities, which include testing, screening and selecting all students for training programs.

The training programs are Officer Candidate School (OCS), Non-Commissioned Education System (NCOES) and Military Occupational Specialty (MOS) qualification/reclassification. Resident, satellite and distance learning programs are conducted by the RTI.

Serves as principal advisor to the State Adjutant General on leadership development of ARNG personnel within the state. Prepares and conducts surveys concerning leadership and other special training issues/concerns in state ARNG units and recommends remedial action.

Coordinate's school requirements and maintains liaison with NGB, proponent schools, active military installations, and other agencies concerning execution of the training programs. Ensures that candidates of OCS, NCOES and MOS qualification courses meet minimum established prerequisites prior to enrollment and graduation.

Prepares and justification of the budget estimates. Reviews and analyzes the program plans and information through such sources as Programs of Instructions, special school's requirements, student performance standards, etc.

Procures instructors, Tactical Officers/Non-Commissioned Officers, training of Non- Commissioned Officers, additional staff and other support personnel for the planning and conducting of the Army Program for Individual Training (ARPRINT) mission courses.

Responsible for strength maintenance/recruiting and retention functions for the RTI. Maintains contacts with public officials, civic groups, veteran's organizations, schools, and full-time recruiters. Represents the RTI by attending public functions to promote a sound information and public relations program including planning and conducting of formal graduation ceremonies.

Responsible for compliance with energy conservation programs, implementation of field sanitation, troop health programs, equal employment opportunity and sexual harassment/discrimination programs.

May serve as a member of the academic board when so designated. Responsible for maintenance of board records to include minutes and statistical data. Conducts briefings to all levels as required. May serve as a member of a TASS Advisory Council to develop recommendations to NGB publications that affect operations of the RTIs.

Plans and assigns work to be accomplished by subordinates. Sets priorities and prepares schedules for completion of work. Makes assignments based on priorities, difficulty, and requirements of the assignments and the capabilities of individual employees/soldiers. Conducts employment interviews. Recommends employees for appointment, promotion or reassignment.

Establishes performance standards and monitors and evaluates employee performance. Assists employees in reaching performance goals. Informs subordinates of agency policies and programs. Hears complaints and grievances from employees. Resolves those that can be informally resolved, and/or makes recommendations for resolution to appropriate deciding employees and provides or obtains training.

Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Women's Program, Physically Handicapped, Labor-Management Relations, discrimination/sexual harassment and other similar special emphasis programs. Maintains an effective position management program. Assures position descriptions are accurate and positions are operating as intended.

Supervises and reviews Army Training Readiness Requirements (operational requirements) and all automated data processes/programs and functions.

Minimum Requirement:

Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

OR

Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to meeting the Minimum Requirement, you must also meet the following Specialized Experience:

SPECIALIZED EXPERIENCE GS-11:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
  • Experience in TASS Regiment/RTI instructional programs and budget projections.
  • Experience ensuring standardized courses are taught in accordance with Army, NGB, state regulations and directives.
  • Experience overseeing accreditation, instructor certification, quality assurance and conduct of training.
  • Experience coordinating school requirements and maintaining liaison with NGB, proponent schools, active military installations, and other agencies concerning execution of the training programs.

Education: Applicants may substitute education for the required experience. To qualify based on education, an applicant must have successfully completed a Ph.D. or equivalent doctoral degree, or I possess 3 full years of progressively higher level graduate education leading to such a degree, or a related LL.M, obtained in an accredited college or university, Note: This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Transcripts MUST be submitted with application to be creditable.

(MTOE, TDA, BOIP, CIF-ISM, SAS-MOD, SAARS, GPC and SAMS-E) and to coordinate, facilitate or cooperate with various agencies at state, local or federal level (NGB, DA, DOD, LOGSA etc).

-Knowledge and ability to do general analytical tasks, establish recommended actions, correspond verbally or through written reports and do this at multiple levels throughout the state or to other governmental agencies.

-Detailed and practical knowledge of the goals, objectives, work methods and functions of automated logistics programs and systems to provide assistance in the interfaces between various STAMIS. Incumbent must be technical expert on supply policies and procedures.

-Knowledge and ability to utilize, input and manage data base applications through spreadsheet, word document or various STAMIS programs either internally or WEB based.
