Duties

(1) As Chief of the Multi Media Branch, (MMB) is responsible for the planning, administration, and management of the ARNG MMB program to include ARNG aviation, safety, and aviation life support equipment training. Is the focal point at the national level for planning the program and for providing continual evaluation of its success and future exploitation. Supervises the development, execution, and distribution of all educational and instructional programs through a staff of approximately 5-10 employees in the areas of aviation, safety, visual information, audio visual production/reproduction, and related administrative work in grades GS-6 through GS-12.

(2) Responsible for program planning, direction, and evaluation. Develops day-to-day plans for efficient operation of the MMB. Determines and recommends required staffing to accomplish workload; develops basic budgetary data for internal operations; and develops internal administrative methods, procedures, and controls. Makes specific assignments to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of employees. Interprets technical instructions and regulations and ensures prompt and proper implementation. Reviews work of subordinates for overall effectiveness and timeliness of accomplishment. Evaluates program effectiveness by review of programs, discussion with employees, and observation. Takes action to correct noted deficiencies, to improve or further facilitate overall operations within delegated authority, or refers matters to supervisor with appropriate recommendations.

(3) Responsible for personnel management. Periodically reviews position structure of organization supervised to assure that positions are established to provide optimum balance between economy, efficiency, and skills utilization. Seeks ways to improve productivity and conserve manpower resources. Initiates personnel actions, interviews candidates for positions, makes recommendations, and/or selects personnel for appointment, promotion, or reassignment. Develops performance standards; prepares performance appraisals; approves leave; receives and attempts to resolve complaints, referring Branch grievances and more serious unresolved complaints to higher level; effects minor disciplinary actions and recommends course of action in more serious cases; and determines and provides for employee training.

(4) Determines and recommends to NGB short- and long-range requirements for the Branch to ensure facilities, supplies, funds, personnel, and related resource capabilities are available in support of mission requirements. Maintains continuing liaison with the host base commander and the state headquarters to ensure timely and adequate support in the areas of civil engineering, supply, transportation, communications, personnel, finance, maintenance, and administration. Advises NGB of MMB's capabilities to meet existing anticipated commitments and forecasts requirements necessary to support MMB.

(5) Coordinates with managers, supervisors, higher echelon officials, and other organizations concerning the accomplishment of educational program objectives. Advises on the application or emphasis of education, training, and learning techniques needed to accomplish special or unusual requirements. Resolves conflicting requirements and differences among or between functional and operational entities to assure timely and cohesive conception, development, and completion of educational or instructional programs. Monitors the effectiveness of the overall MMB program to meet mission requirements.

(6) Serves as the principal representative, consultant, and advisor at high level conferences and meetings with representatives from NGB, other government and civilian agencies on matters requiring monitoring and coordination in combined efforts to expeditiously implement assigned educational and instructional training programs. Establishes and maintains channels of coordination
between the NGB and other agencies that have educational resources that would enhance learning methods in the area of aviation, safety, and aviation life support equipment training.

(7) Performs other duties as assigned.

SUPERVISORY CONTROLS:
Works under the administrative supervision of the Chief, NGB-AVN, receiving outlines of broad objectives and goals to be obtained. Exercises authority delegated by the supervisor with wide latitude for devising own methods and procedures for accomplishing objectives. Within this framework, plans and executes day-to-day work operations consulting with the supervisor on the most difficult or controversial problems. Recommendations and decisions are generally accepted as authoritative and completed work is evaluated in terms of overall effectiveness and attainment of program goals.

Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.

SPECIALIZED EXPERIENCE: 1 year equivalent to at least next lower grade level. Experience in managing the function of work to be performed. Experience that includes leading, directing and assigning work of personnel. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
