The primary purpose of this position is to serve as a Technical Training Instructor performing all technical training instructor classroom-related activities, supporting officer course curriculum development, modification, and/or revision efforts in initial skills, advanced, and/or supplemental Technical Training course

Duties

  • Instructs students through assigned blocks of instruction at basic and/or advanced technical/administrative levels of communications and information officer courses.
  • Researches, develops, revises and recommends updates to communications and information officer course materials in accordance with specialty education and training requirements directed by the career field.
  • Plans, develops, executes, and evaluates a comprehensive and effective training program.
  • Maintains professional and technical proficiency and accomplishes difficult, but well patterned special projects related to specialty area, to include staff surveillance visits to various training activities.

  • Must be able to obtain and maintain a Top-Secret Clearance with access to Sensitive Compartmented Information Facility (SCIF).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the GS-1712, Training Instruction Series.

Specialized Experience: One year of specialized experience that demonstrates a practical knowledge of a wide range of instructional concepts, methods, and techniques required to develop and plan a variety of difficult and complex courses associated with teaching advanced technical systems or subject-matter areas. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, training resources, and test and measurement. Knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility. Knowledge of service-based occupations and the associated training/certification requirements for military and civilian personnel. Knowledge of standard analytical and evaluative techniques to analyze training requirements, plan for and develop training materials, evaluate training effectiveness, and solve problems relating to training issues. Knowledge of various office automation software programs, tools, and techniques to support training operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.

Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. Education must have a major study in education or a subject area related to the position to be filled. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of the principles and practical methods, techniques, and tools of instruction to teach a variety of students with a range of differences such as diverse ages, backgrounds, and levels of interest.
2. Knowledge of communications, information, and computer science to include awareness of technological changes or new developments, such would be gained through extended experience and on-the-job training combined with practice and study of Air Force Cyberspace Effects and Warfighter Communications at a practical level to include knowledge to allow the instructor to act in the role of the subject matter expert during development and revision of course material to include effectively participating in panel discussions and conducting fact finding/research and compilation of course material.
3. Knowledge of test and measurement principles, techniques, and objectives.
4. Skill in accomplishing special training studies and projects.
5. Ability to communicate effectively, both orally and in writing, and establish and maintain effective working relationships.
6. Ability to analyze problems and develop appropriate solutions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
