- Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
- Supervising or administering a training program.
- Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
- Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study. To comply with this directive, all faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an associate's degree in order for the school to meet accreditation criteria.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: Practical knowledge of a wide range of conventional concepts, principles, and practices associated with training program management sufficient to independently develop, conduct, and evaluate difficult, but well-precedented formal and informal training programs. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, training resources, and test and measurement. Knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility, as well as knowledge of the installation/command mission and organization. Knowledge of standard analytical and evaluative techniques to analyze training requirements, plan for and develop training materials, evaluate training effectiveness, and solve problems relating to training and readiness issues. Knowledge of various office automation software programs, tools, and techniques to support training operations and produce a variety of interactive courseware such as video, audio, and photographs. Knowledge of grammar, writing, editing practices and style requirements.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of service-based programs and objectives, processes involved in military and civilian training programs, and/or processes relating to training programs in parallel business and industry organizations.
2. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources, as well as the principles, techniques, and objectives of test and measurement.
3. Knowledge of grammar, writing, editing practices and style requirements.
4. Skill in developing, analyzing, selecting, and presenting interactive course material and apply basic data gathering methods, such as interviewing techniques and gathering factual information.
5. Ability to communicate effectively, both orally and in writing, and to work harmoniously with all levels of personnel within the component.
6. Ability to gather, examine, evaluate, develop and analyze a variety of data to accomplish projects.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
